I.          Position Summary

                        Performance of manual labor tasks as assigned by Public Works Foreman within the Public Works Department such as road construction and maintenance, snow removal and leaf collection. Installation, repair and maintenance of water system and wastewater collection system. Responsible for engaging in routine work under the direction of an immediate supervisor.

II.         Principal Accountabilities and/or Tasks

  • Operate and maintain the backhoe, roller, street sweeper and all trucks/equipment.
  • Maintain Borough and Authority buildings to include lawn maintenance, plumbing, general painting and repairs.
  • Clean all streets, gutters, and storm drains.
  • Install and replace water mains, valves and fire hydrants.
  • Install and replace sewer mains, manholes and laterals.
  • Install, replace and maintain street signs and lights.
  • Remove snow and ice through the operation of trucks, plows and salt spreaders and all other appropriate equipment.
  • Install and maintain storm drains, creeks and drainage areas.
  • Install and maintain parks and recreation equipment.
  • Install and repair water meters.
  • Operate hand and power tools.

IV.        Knowledge, Experience, Education and Training Required

  • Knowledge of maintenance and general construction procedures and specifications.
  • Knowledge of water and sewer construction procedures and specifications.
  • Knowledge of safety practices and procedures.
  • Ability to operate trucks, equipment, hand and power tools.
  • Ability to interpret maps and blueprints.
  • Ability to adhere to safety standards and recognize safety warnings and hazards.
  • Ability to carry out written and oral instructions.
  • Ability to respond to emergencies on a 24-hour basis.
  • Ability to demonstrate a polite and courteous manner towards members of the public and fellow employees.
  • Ability to perform manual tasks and operate equipment for extended periods of time in possible adverse weather conditions.
  • Ability to demonstrate physical fitness, including long periods of standing or sitting, squatting, bending, climbing or descending stairs or ladders and reaching.
  • Ability to frequently lift lightweight objects (0-14 lbs.) and occasionally lift moderate to heavy objects (15 - over 50 lbs.).
  • Ability to demonstrate clear vision and sound hearing to avoid possible hazards, including moving vehicles and road equipment.

V.         Licenses, Registrations or Certificates Required

  • High School or Vocational School Graduate or Equivalent Diploma
  • Preference will be given to those who have a valid PA Commercial Driver’s License – Class B with Airbrake Endorsement 

VI.        Working Conditions

                        Work is often performed alone and normally requires frequent driving to various work sites. Work is frequently performed around potentially hazardous machinery or electrical equipment. Work is normally performed outdoors in a variety of weather conditions. Occasional overtime is required, especially during periods of emergency. Work will occasionally involve responding to angry or upset members of the public.
