The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by Solicitor Jim Jacquette with the following people in attendance: Miles Arnott, Bill Ashley, Carolyn Crouthamel, Jerry Guretse, Spencer Kulhanjian, Jeffrey Maxwell, John Taylor and Emiline Weiss. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Police Chief Randall Floyd, Emergency Management Coordinator Bob Sparks, Fire Marshal Ray Fegley, representatives of the Telford Fire Company, Tax Collector John Fenstermacher, Magisterial District Judge Kenneth Deatelhauser, Ned Smith from the Montgomery County Republican Committee, family members of Jerry Guretse and Emiline Weiss and resident Wendy Leshinskie.

The invocation was given by William Ashley followed by the pledge of allegiance.

SWEARING IN OF NEW MAYOR:

Magisterial District Justice Kenneth Deatelhauser administered the Oath of Office to the new Telford Borough Mayor, Jerry Guretse.

SWEARING IN OF COUNCIL MEMBERS:

Mayor Jerry Guretse administered the Oath of Office to newly-elected Council member Emiline Weiss and re-elected Council members Miles Arnott, Jeffrey Maxwell and John Taylor. They then assumed their seats at the table.

Nominations were opened for Council President.

John Taylor nominated Miles Arnott for President, seconded by Jeffrey Maxwell. This motion carried unanimously (7-0).

Miles Arnott nominated Bill Ashley for Vice-President, seconded by John Taylor. This motion carried unanimously (7-0).

Jeffrey Maxwell nominated Carolyn Crouthamel for President Protempore, seconded by Emiline Weiss. This motion carried unanimously (7-0).

The Solicitor relinquished the chair to the newly elected Council President, Miles Arnott.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Ashley motion carried unanimously (7-0) approving the minutes of the December 6, 2021, Borough Council meeting.

MAYOR’S REPORT: We did not receive a written monthly report for the file.

Mayor Guretse thanked former Mayor David Snook, Manager Mark Fournier, Chief Randall Floyd, his family and the Telford Fire Company for their support in his new position as Mayor.

POLICE REPORT: We received a written monthly report for the file.

Councilman Jeffrey Maxwell asked Chief Floyd about the section of his report pertaining to the Police Department’s tattoo policy. Chief Floyd informed Council that it is getting more difficult to recruit officers with tattoos, especially those who have served in the military, since the location of their tattoos may not adhere to the current policy. Chief Floyd would like to review this matter further with the Public Safety Committee, since other area departments have started to relax their policies.

Chief Floyd then reported that the Department has received all of the new cameras for the cars and new body cameras, as well. He hopes they should be implemented in the next couple of weeks.

FIRE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

Wendy Leshinskie reported that the Indian Valley Public Library Board of Trustees and the Board for the Foundation of Friends will be scheduling a joint meeting to give guidance on the direction of the Foundation of Friends.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER’S REPORT: We received a written monthly report for the file.

Mr. Fournier reported that the Lutheran Home project has started.

Councilman Bill Ashley commented that the Telford Tree Lighting was very nice and thanked everyone who helped make it happen.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We did not receive a written monthly report for the file.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

COMMITTEE-OF-THE-WHOLE:

             Z-1       A Crouthamel/Weiss motion carried unanimously (7-0) designating Univest National Bank & Trust Company and Quakertown National Bank as depositories for Borough funds and authorizing the Borough Manager to invest as he sees fit in the best interest of the Borough.

             Z-2       An Ashley/Maxwell motion carried unanimously (7-0) authorizing the Borough Manager to advertise the bids for goods and services, as needed during 2022.

             Z-3       A Kulhanjian/Taylor motion carried unanimously (7-0) appointing Robert Baker to the Vacancy Board, term to expire 1/1/23; John Harrell to the Telford Borough Authority Board, term to expire 1/1/27; Robert Nice to the Telford Borough Authority Board, term to expire 1/1/27; Eric Kratz to the Telford Borough Authority Board, term to expire 1/1/27; Scott Little to the Telford Industrial Development Authority Board, term to expire 1/1/27; Barry Bowman to the Zoning Hearing Board, term to expire 1/1/25; David Landis to the Recreation Board, term to expire 1/1/26; Daniel Wurst to the Planning Commission, term to expire 1/1/27.

             Z-4       A Crouthamel/Taylor motion carried unanimously (7-0) re-appointing Timoney Knox, LLP as Borough Solicitor.

             Z-5       An Ashley/Weiss motion carried unanimously (7-0) re-appointing CKS Engineers, Inc. as Borough Engineer.

FINANCE AND ADMINISTRATIVE COMMITTEE:

             A-1       A Crouthamel/Maxwell motion carried unanimously (7-0) re-appointing Mark D. Fournier as Secretary for the Telford Borough Council for the year 2022.

             A-2       A Crouthamel/Weiss motion carried unanimously (7-0) re-appointing Craig E. Davies as Treasurer for the Telford Borough Council for the year 2022.

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

PUBLIC SAFETY COMMITTEE:

PS-1     An Arnott/Taylor motion carried unanimously (7-0) approving the 2022 Calendar of Events for the Telford Fire Company.

DEVELOPMENT AND CULTURE COMMITTEE:

Councilman John Taylor reported that the Telford Tree Lighting went very well, and that a financial report for Telford Happenings should be presented at the next Council meeting.

OTHER BUSINESS:

Council President Miles Arnott distributed a list of proposed Committees to Council for them to review, which will be voted on at next month’s meeting.

EXECUTIVE SESSION:

Telford Borough Council entered Executive Session at 7:55 pm to discuss a matter of personnel.

Borough Council closed Executive Session at 8:22 pm.

A Crouthamel/Maxwell motion carried unanimously (7-0) authorizing the signature of the Memorandum of Understanding regarding Collective Bargaining Agreement (“CBA”) between the Borough of Telford, Pennsylvania and Telford Borough Police Department dated December 22, 2021.

The meeting was adjourned at 8:24 pm by a Weiss/Crouthamel motion.
