The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President John Taylor with the following people in attendance: Miles Arnott, Bill Ashley, Robert Baker, Carolyn Crouthamel and Mark Gehman. Also present were Manager Mark Fournier, Recording Secretary Megan McShane, Public Works Director Gary Yoder, Solicitor James Jacquette, Police Chief Randall Floyd, Fire Company President Jerry Guretse, and residents Wendy Leshinskie, Nicole Spiese and Emiline Weiss. Councilman Jeffrey Maxwell and Mayor David Snook were absent.

The invocation was given by Council President John Taylor, followed by the pledge of allegiance.

MINUTES OF PREVIOUS MEETING:

A Baker/Crouthamel motion carried unanimously (6-0) approving the minutes of the June 7, 2021 Borough Council meeting.

TREASURER’S REPORT:

Manager Mark Fournier reported that the Borough has taken in 63.37% of its revenues and spent 40.10% of its expenditures as of the end of June, 2021.

An Arnott/Gehman motion carried unanimously (6-0) approving the Treasurer’s Report for June, 2021.

MAYOR’S REPORT: We did not receive a written monthly report for the file.

POLICE REPORT: We received a written monthly report for the file.

Council President John Taylor referenced the section in the monthly Police Department report regarding the parking situation on East Reliance Road and Village Green Lane, and asked if the Public Safety Committee should take a closer look at this situation. Council Vice-President Miles Arnott stated that the Committee will investigate it further at their next meeting.

FIRE REPORT: We received a written monthly report for the file.

Police Chief Randall Floyd commended the Telford Fire Company for the excellent job that they did, along with the surrounding fire companies, on the house fire that occurred in the Borough last month. The fire companies were on scene for 5 hours. Mr. Arnott also thanked the Telford Fire Company for the great job they did.

LIBRARY REPORT: We received a written monthly report for the file.                   

Mr. Arnott commented to Council and Library Representative Wendy Leshinskie that he has seen several comments posted online showing concern towards the LGBTQ materials that were in the children’s section of the Library during Pride month. He asked if there has been demand to take the books out, and stated that the comments have not necessarily been against the materials, just concerns about the placement of them. He added that he wants to make sure the people in the Borough giving their tax dollars are heard.

Ms. Leshinskie stated that it is the position of the Library to educate and not censor, but that it is a legitimate concern and she will check into it with the Library staff.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Mr. Fournier reported that the Nova Chip work on Emlen Way and Ryan Court will be pushed back to August. Third Street may get done sooner, in-house.

Mr. Taylor thanked the Public Works Department for great job they did at the Night Market last week, especially in the bad weather.

MANAGER’S REPORT: We received a written monthly report for the file.

Mr. Fournier reported that the Borough Hall move will be on Monday, July 12th, and the e-mail migration for the Borough will occur later in July.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We did not receive a written monthly report for the file.

Solicitor Jim Jacquette reported that he received the final information needed to submit the application for a non-profit status for Telford Happenings. He added that the Agreements for the Lutheran Home will be sent out to them this week.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: Ms. Crouthamel

             A-1       A Crouthamel/Baker motion carried unanimously (6-0) authorizing payment of bills for the month of June, 2021 in the amount of $281,487.49.

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Arnott

PS-1     An Arnott/Crouthamel motion carried unanimously (6-0) accepting the letter of resignation from Officer Brett Popiny, effective July 16, 2021.

PS-2     An Arnott/Gehman motion carried unanimously (6-0) authorizing the hiring of Erica Robbins as a part-time patrol officer, contingent upon her passing the required medical and psychological examinations. Further, the starting rate of pay for Ms. Robbins will be $19.00 per hour, with an increase to $20.00 per hour after her six-month probationary period.

DEVELOPMENT AND CULTURE COMMITTEE: Mr. Baker

It was reported that there have been good turnouts in June at the Night Market, and the following upcoming events/appearances are scheduled for the Market: July 21st – Christmas in July; August 11th – Senator Maria Collett; August 18th – doggy parade and fencing & dance demonstrations; August 25th – fife & drum group; and closing night of the Market is September 1st.

OTHER BUSINESS:

EXECUTIVE SESSION:

Telford Borough Council entered into Executive Session at 8:15 pm to discuss a matter of personnel.

Borough Council closed Executive Session at 8:36 pm. No action was taken.

The meeting was adjourned at 8:37 pm by an Arnott/Crouthamel motion.
