The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by Vice-President Miles Arnott with the following people in attendance: Bill Ashley, Carolyn Crouthamel and Jeffrey Maxwell. Also present were Mayor David Snook, Manager Mark Fournier, Recording Secretary Megan McShane, Public Works Director Gary Yoder, Solicitor James Jacquette, Police Chief Randall Floyd, Officer Tori Adams, Alisa Buonanno, family and friends of Alisa Buonanno, residents Regina Ashley and Emiline Weiss and a reporter. President John Taylor participated via telephone. Councilmen Robert Baker and Mark Gehman were absent.

The invocation was given by Vice-President Miles Arnott, followed by the pledge of allegiance.

SWEARING IN OF PART-TIME POLICE OFFICER: Mayor David Snook swore in Alisa Buonanno as a part-time police officer for Telford Borough.

MINUTES OF PREVIOUS MEETING:

An Ashley/Maxwell motion carried unanimously (5-0) approving the minutes of the January 4, 2021 Borough Council meeting.

MAYOR’S REPORT: We did not receive a written monthly report for the file.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We received a written monthly report and the annual report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that we had a lot more snow since the Public Works report was written, adding that the Public Works Department has spent a lot of time on the roads and it’s noticeable. Vice-Chairman Miles Arnott told Public Works Director Gary Yoder to keep up the good work.

MANAGER’S REPORT: We received a written monthly report for the file.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We did not receive a written monthly report for the file.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: Ms. Crouthamel

            A-1       A Crouthamel/Maxwell motion carried unanimously (5-0) authorizing payment of bills for the month of December, 2020 in the amount of $398,832.09 and for the month of January, 2021 in the amount of $277,180.91.

A-2       A Crouthamel/Ashley motion carried unanimously (5-0) approving Resolution 21-01, which appoints a voting delegate and alternate voting delegate for Telford Borough to the Montgomery County Tax Collection Committee.

TREASURER’S REPORT:

Mr. Fournier reported that the Borough took in 97.53% of its revenues for 2020. The Borough was $61,534 short in anticipated building permit revenue since the Lutheran Home expansion project didn’t start last year.

Mr. Fournier also reported that the Borough spent 97.09% of its expenditures for 2020. Engineering costs for the new Borough Hall were over budget by $28,393.25.

A Crouthamel/Maxwell motion carried unanimously (5-0) accepting the Treasurer’s Report for December, 2020 and a Maxwell/Ashley motion carried unanimously (5-0) accepting the Treasurer’s Report for the month of January, 2021.

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Mr. Ashley

PW-1    An Ashley/Crouthamel motion carried unanimously (5-0) awarding the sale of the 2008 Ford F-550 Superduty Dumptruck with Plow to Sue Blum in the amount of $ 22,900.

PUBLIC SAFETY COMMITTEE: There was nothing to report at this time.

DEVELOPMENT AND CULTURE COMMITTEE: Mr. Baker

DC-1     A Taylor/Crouthamel motion carried unanimously (5-0) authorizing the Souderton-Telford Business & Professional Women’s Group to use Telford Municipal Parking Lot for their annual Locally Grown Showcase event on either April 10th or April 17th.

Council revisited the discussion about the dissolution of Souderton-Telford Main Streets. Council President John Taylor informed the group that the Borough will need to create a non-profit (501c3), establish a new name, write a mission statement, create a Board of Directors, open a checking account and hire an event planner to organize the Telford Night Market, Telford Tree Lighting, the car show in the fall and a possible Christmas Village in conjunction with the Indian Valley Public Library.

Vice-President Miles Arnott asked Mr. Taylor if people are still looking to do the Night Market this year. Mr. Taylor stated that the Borough is hoping to do a shortened version of the market from early June to early September.

Solicitor James Jacquette informed Council that it typically takes at least 90 days to obtain a 501c3, and Covid has slowed this process down considerably. Mr. Arnott expressed his concerns that there would be a lot to get done in a short amount of time in order to open the Night Market by early June, and asked if it would be better to just concentrate on obtaining the 501c3 status and focus on the car show, tree lighting and possible Christmas Village events that are later in the year and re-launch the Night Market next year.

A Taylor/Crouthamel motion carried unanimously (5-0) authorizing the Solicitor to begin the process for obtaining the 501c3 status, and the Development & Culture Committee will provide him with the following items as soon as possible – the organization name, the mission statement for the organization, the Board of Directors, and new checking account information.

OTHER BUSINESS:

EXECUTIVE SESSION:

Telford Borough Council entered into Executive Session at 8:15 pm to discuss a matter of personnel.

Borough Council closed Executive Session at 8:37 pm. No action was taken.

The meeting was adjourned at 8:38 pm by an Ashley/Taylor motion.
