The Telford Borough Council meeting held this date was called to order at 7:37 p.m. by President John Taylor with the following people in attendance: Miles Arnott, William Ashley, Mark Gehman, Manager Mark Fournier, Recording Secretary Megan McShane, Police Chief Randall Floyd and Emergency Management Coordinator Bob Sparks. The following people participated via telephone: Robert Baker, Carolyn Crouthamel, James Schaeffer, Mayor David Snook and Solicitor James Jacquette.


An Arnott/Crouthamel motion carried unanimously (7-0) approving the minutes of the May 18, 2020 Borough Council meeting.


Manager Mark Fournier reported that he will be calling the Finance & Administrative Committee members to set up a Committee meeting in the next few weeks, to review the current finances of the Borough and to discuss budget items that may need to be deferred until later this year or possibly next year. He also reported that the Borough has taken in 63.6% of its revenues and spent 42.5% of its expenditures as of the end of May, 2020.

Mr. Fournier informed Council that the Borough has received just about 100% of its Real Estate Taxes, but he expects the Earned Income Taxes to be down a little bit for the year.

Councilman Mark Gehman asked Mr. Fournier for clarification on the $3,500 budgeted in Account No. 01-457-326 Decorations, under the Civil & Military Celebrations category of the 2020 Budget. Mr. Fournier explained that this category includes the replacement of flags and banners throughout the Borough and any purchases for this account can be deferred until next year if need be.

A Gehman/Schaeffer motion carried unanimously (7-0) approving the Treasurer’s Report for May, 2020.

COMMENTS FROM AUDIENCE: No audience members were present at the meeting, and no public comments or questions were submitted via e-mail prior to the meeting.


            A-1       A Crouthamel/Ashley motion carried unanimously (7-0) authorizing the payment of bills for the month of May, 2020 in the amount of $ 354,697.27.

            A-2       After a brief discussion, it was the consensus of the group to have the next regularly-scheduled Council meeting on Monday, July 6, 2020 at 7:30 pm, in the normal meeting format, with everyone attending in person.

A-3       An Arnott/Crouthamel motion carried unanimously (7-0) authorizing the opening of all Telford Borough playgrounds and tennis courts effective June 16, 2020. Further, all Telford Borough athletic fields in both Bucks & Montgomery Counties will open to non-organized activities. 

The Telford Borough athletic fields in both Bucks & Montgomery Counties will remain closed to any organized team play including practices, games/scrimmages and tournaments until our community has reached the Green Phase in either County.

This motion authorizes the Telford Borough Solicitor to prepare a waiver that organizations must sign prior to utilization of the Telford Borough athletic fields during the 2020 season. The Telford Borough basketball courts will remain closed. The Telford Borough Community Building will also remain closed until further notice.


Councilman Robert Baker reported that the latest Night Market layout shows 17 vendors adequately spaced around the municipal lot, and 3 food trucks along Penn Avenue. The Downtown Scoop will be located in the same spot as last year. Mr. Fournier will forward this layout to Gary Yoder and Brian Kopp. The Night Market will run every Wednesday night from July 1st through September 2nd, from 5:30 pm to 8:30 pm.

Council President John Taylor informed Council of the upcoming shred event at the Fire Company on Saturday, June 27th from 10:00 am to 1:00 pm.

Councilman Miles Arnott thanked Chief Floyd for his detailed reported and thanked the Police Department for the job that they do. Mr. Taylor added that the Department does an amazing job in crazy times.

The meeting was adjourned at 8:10 pm by an Arnott/Gehman motion.
