The Telford Borough Council meeting held this date was called to order at 7:27 p.m. by President Scott Hillegass with the following members in attendance: Robert Baker, Carolyn Crouthamel, Jeffrey Maxwell, Stanley Nyce and James Schaeffer. Also present were Public Works Director Gary Yoder, Solicitor Mark Weand, Recording Secretary Megan McShane, residents Bill Ashley and Lori Rappold, and a reporter. J. Allen Landis, Mayor David Snook and Manager Mark Fournier were absent.
The invocation was given by Stanley Nyce, followed by the pledge of allegiance.
MINUTES OF PREVIOUS MEETING:
A Crouthamel/Baker motion carried unanimously (6-0) approving the minutes of the May 2, 2016 Borough Council meeting.
TREASURER’S REPORT:
A Crouthamel/Nyce motion carried unanimously (6-0) approving the Treasurer’s Report for the month of May, 2016.
MAYOR’S REPORT: We received a written monthly report for the file.
POLICE REPORT: We received a written monthly report for the file.
FIRE REPORT: We received a written monthly report for the file.
LIBRARY REPORT: We received a written monthly report for the file.
PUBLIC WORKS REPORT: We received a written monthly report for the file.
Public Works Director Gary Yoder reported that the trench restoration of Phase II of West Broad Street will be done by the end of this year, and final paving of Phase II will be completed in the Spring of 2017.
Curb & sidewalk notices were sent out last week to those homeowners in the 200 block of West Broad Street who will need to replace or repair pieces of their sidewalks.
Councilmember Carolyn Crouthamel commented that the first section of West Broad Street that was paved looks beautiful, and other Council members complimented the Public Works crew on a job well done.
MANAGER’S REPORT: We received a written monthly report for the file.
Megan McShane reported that Mary Stover and Patrick DiGangi from CKS will do an MS4 Stormwater Presentation at one of the Council meetings this summer, which is a requirement for our PA DEP Permit.
We received final plans for Arlington Square. A final review will be completed by CKS, and Agreements will be signed this month.
BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.
SOLICITOR’S REPORT: We received a written monthly report for the file.
Solicitor Mark Weand reported that the Zoning Hearing Board approved the application submitted by Gavin Properties for a variance at 329 Erie Avenue, which will allow Gavin Properties to subdivide the lot and construct a single-family detached dwelling.
Councilman Robert Baker asked when Arlington Square will break ground. Mr. Weand stated that they should be breaking ground in June or July, and he then gave an overview of the Agreements that have been prepared for the project.
Phase I of the Lutheran Community at Telford has been completed, and maintenance security has been posted. Phase II is underway, the Lutheran Community at Telford has returned the signed Agreements, and the Borough has received building permit fees for the project.
Mr. Weand reported that the Borough has not heard from JDM Materials since they last met and discussed their proposed site expansion.
ENGINEER’S REPORT: We received a written monthly report for the file.

A-1 A Maxwell/Crouthamel motion carried unanimously (6-0) approving the bills for the month of May, 2016 in the amount of $ 274,863.54.
PLANNING AND ZONING COMMITTEE: Nothing to report at this time.
ENVIRONMENTAL COMMITTEE: Nothing to report at this time.
PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Ms. Crouthamel
PW-1 A Crouthamel/Maxwell motion carried unanimously (6-0) authorizing the sale of the Elgin Pelican Street Sweeper to Gregory Gwerstil in the amount of $2,850.00.
PUBLIC SAFETY COMMITTEE: Nothing to report at this time.
DEVELOPMENT & CULTURE COMMITTEE: Mr. Nyce
DC-1 Opening Day of the Indian Valley Farmers Market will be Saturday, June 18, 2016 from 8:30 am to 2:00 pm. Hours are extended for Opening Day, then the regular hours of 8:30 am to 12:30 pm will resume for the rest of the market season.
OTHER BUSINESS:
The Telford Borough Council meeting for the month of July will be held on Tuesday, July 5, 2016 at 7:30 pm, due to the July 4th holiday.
Ms. Crouthamel gave an update on behalf of the Indian Valley Regional Planning Commission on the status of the 309 Connector project, which would connect Route 309 with the Northeast Extension of the PA Turnpike, and would provide a direct route for trucks that are currently traveling through several neighborhoods to get there.
