Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:29 p.m. by President Scott Hillegass with the following members in attendance: Robert Baker, Carolyn Crouthamel, J. Allen Landis and Mayor David Snook. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Tax Collector Emiline Weiss, Jerry Guretse from the Telford Fire Company, Recording Secretary Megan McShane, resident Bill Ashley and a reporter. Jeffrey Maxwell, Stanley Nyce and James Schaeffer were absent.

The invocation was given by Robert Baker, followed by the pledge of allegiance.

PRESENTATION:

John Cover and Barry Jeffries from the Montgomery County Planning Commission gave an overview of Montco 2040: A Shared Vision – the Comprehensive Plan for Montgomery County.

The Comprehensive Plan is designed around three interrelated themes: connected communities, sustainable places and a vibrant economy.

Some of the goals of the Comprehensive Plan are:

  • Planning Smarter – engaging the public through the County website and social media.
  • Tracking County Trends
  • Community Planning Services – the Planning Commission currently has contracts with 34 municipalities and 4 regions.
  • Site Planning

 MINUTES OF PREVIOUS MEETING:

A Crouthamel/Landis motion carried unanimously (4-0) approving the minutes of the April 4, 2016 Borough Council meeting.

TREASURER’S REPORT:

As of April 30, 2016, the Borough has taken in 54.41% of our revenues and has spent about 30.13% of our expenditures.

A Landis/Baker motion carried unanimously (4-0) approving the Treasurer’s Report for the month of April, 2016.

MAYOR’S REPORT: We received a written monthly report for the file.

POLICE REPORT: We received a written monthly report for the file.

Mayor David Snook commented that he liked Chief Floyd’s proposal for 2017 for new part-time hires, and asked if it will be considered by Council soon. Council President Scott Hillegass stated that it will be considered by Council when next year’s budget is being prepared.

FIRE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that Margie Stern has been hired as the new library Director, and she will start June 1st.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Public Works Director Gary Yoder reported that paving of Phase I of the West Broad Street project will begin in mid-May.

MANAGER’S REPORT: We received a written monthly report for the file.

Manager Mark Fournier gave an overview of the proposed Sterling Act, which was included in the packet for Council’s consideration. If passed, the Sterling Act would require that half of the Earned Income Tax paid by people who work in the City Philadelphia would stay in the municipalities that they live in. Over $24,000 is currently paid to the City of Philadelphia by 79 residents of Telford. If the Sterling Act is passed, it could mean $6.4 million in tax revenue for Bucks County.

After a brief discussion, a Landis/Crouthamel motion carried unanimously (4-0) adopting Resolution 2016-15, which supports the proposed Sterling Act.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 SOLICITOR’S REPORT: We received a written monthly report for the file.

Solicitor Mark Weand gave an overview of the pending zoning matter for 329 Erie Avenue that the Zoning Hearing Board will review at its meeting on May 23rd. After a brief discussion, Council suggested that Mr. Weand contact Stephen Imms to communicate that the Council does not oppose the applicant’s proposal, and that they in fact think it’s a good idea, but Mr. Weand should outline the few concerns they have.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

 FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Landis

A-1       A Landis/Crouthamel motion carried unanimously (4-0) approving the bills for the month of April, 2016 in the amount of $ 361,174.61.

A-2       A Landis/Crouthamel motion carried unanimously (4-0) authorizing a resolution for Craig Davies to execute all required forms and documents on behalf of Telford Borough for the purpose of obtaining financial assistance from FEMA/PEMA.

PLANNING AND ZONING COMMITTEE: Nothing to report at this time.

ENVIRONMENTAL COMMITTEE: Nothing to report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Nothing to report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

PS-1     A Baker/Crouthamel motion carried unanimously (4-0) approving 2 additional activities later in 2016 for the Fire Company.

 DEVELOPMENT & CULTURE COMMITTEE: Nothing to report at this time.

 OTHER BUSINESS:

 The meeting was adjourned at 8:28 pm by a Baker/Crouthamel motion.
