Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President Scott Hillegass with the following members in attendance: Robert Baker, Carolyn Crouthamel, Stanley Nyce, J. Allen Landis, James Schaeffer and Mayor David Snook. Also present were Manager Mark Fournier, Finance Director Craig Davies, Solicitor Mark Weand, Public Works Director Gary Yoder, Police Chief Randall Floyd, Utility Billing Clerk Diane Windfelder, Library Representative Jay Stover, Jerry Guretse from the Telford Fire Company, resident Bill Ashley, and resident Lori Rappold. Jeffrey Maxwell was absent.

The invocation was given by Carolyn Crouthamel, followed by the pledge of allegiance.

Telford Borough Council acknowledged Councilman Stanley Nyce’s 84th birthday. Mr. Nyce thanked Council for the birthday treat and said that he appreciates all of the camaraderie that he has shared with Council and staff over the last 25 years, and added that he has truly enjoyed working with them.

MINUTES OF PREVIOUS MEETING:

A Landis/Crouthamel motion carried unanimously (6-0) approving the minutes of the January 4, 2016 Borough Council meeting.

TREASURER’S REPORT:

Finance Director Craig Davies reviewed the year-end Treasurer’s Report for 2015, which indicates a loss of approximately $98,000.00 in the General Fund.

Mr. Davies reported that the Borough had activity that is typical for the first month of the year, during the month of January.

A Crouthamel/Nyce motion carried unanimously (6-0) approving the Treasurer’s Report for the month of December, 2015 and January, 2016.

 MAYOR’S REPORT: We received a written monthly report for the file.

Mayor David Snook reported that he attended various meetings listed in his report and thanked the public works crew and the police department for all their hard work in the blizzard last week.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We did not receive a written monthly report for the file.

Telford Fire Company President Jerry Guretse reported that the Borough should be receiving the Fire Company’s annual report shortly. He informed Council that the firehouse was manned overnight during the snow emergency.

LIBRARY REPORT: We received a written report for the file.

Jay Stover indicated that Linda Beck will be retiring in June of this year and thanked Borough Council for reappointing him to the Library Board for another 5 years.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER’S REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that Keystate Publishers, Inc., who has been doing our codification will be closing their doors at the end of March due to the owner passing away. Mr. Fournier also reported that the Borough employees will be taking a CPR class on Wednesday, February 17th.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We received a written monthly report for the file.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

 FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

A-1       A Landis/Crouthamel motion carried unanimously (6-0) approving the bills for the month of December, 2015 in the amount of $423,092.62 and for the month of January, 2016 in the amount of $303,776.43.

PLANNING AND ZONING COMMITTEE:

PZ-1     Manager Mark D. Fournier reported that we received notification that JDM Materials is looking to make changes at their plant. We have received notification of their intent to file for a DEP permit application for this temporary crusher. Mr. Fournier indicated that they would like to install a temporary crusher which could cause additional dust and noise. He indicated our engineer, solicitor, zoning officer, and the Borough Manager will be meeting with the JDM Materials representatives to further discuss their proposed project.

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

Mr. Schaeffer thanked the Public Works Department and the police department for all their hard work in last week’s blizzard.

After a brief discussion, a Schaeffer / Baker motion carried unanimously (6-0) conditionally approving Christopher M. McAroy as a part time officer pending his completion of a satisfactory backround check. Further he is hired at a rate of $17.00 per hour for the first six months of his training and then will be moved to $18.00 per hour for his part-time work.

DEVELOPMENT & CULTURE COMMITTEE:

DC-1     A Nyce/Schaeffer motion carried unanimously (6-0) approving the request of the Boy Scout Troop 14 to use the upstairs portion of the community building as requested on the following dates as outlined in their email dated January 22, 2016.

A Hillegass/Crouthamel motion carried unanimously (6-0) authorizing the appointments of the Committees.

Council Member Carolyn Crouthamel reported that the Indian Valley Regional Planning Commission reorganized at their January meeting for 2016 / 2017 and the Chairman is Andrew Schlosser, Vice Chairman is Jim Styer, Treasurer is Keith Bergman, and the secretary is David Snook.

Council Member Robert Baker indicated that the Souderton / Telford Main Streets replaced him with Scott Hillegass as the Telford Borough Council representative for a three-year term.

 The meeting was adjourned at 8:10 pm by a Crouthamel/Landis motion.
