Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President J. Allen Landis with the following members in attendance: Robert Baker, Carolyn Crouthamel, Jeffrey Maxwell, Stanley Nyce, James Schaeffer and Mayor David Snook. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi, Recording Secretary Megan McShane, Jerry Guretse from the Telford Fire Company, Tax Collector Emiline Weiss, resident Lori Rappold, and a reporter. Scott Hillegass was absent.

The invocation was given by Stanley Nyce, followed by the pledge of allegiance.

PUBLIC HEARING – ORDINANCE #407:

Council President J. Allen Landis announced that there would be a Public Hearing to discuss and consider comments concerning Ordinance #407.

The Public Hearing opened at 7:31 pm. Manager Mark Fournier gave an overview of Ordinance #407 and explained that this Ordinance will be adopted at the January 4, 2016 Council meeting.

There were no comments from the audience and the Public Hearing was closed at 7:32 pm. This Public Hearing will be continued at the January 4, 2016 Borough Council meeting at 7:30 pm.

PUBLIC HEARING – ORDINANCE #409:

The Public Hearing opened at 7:32 pm and Ordinance #409, the Tax Levy Ordinance for 2016, was considered.

There were no comments from the audience and the Public Hearing was closed at 7:33 pm.

PUBLIC HEARING – INDIAN VALLEY REGIONAL COMPREHENSIVE PLAN:

The Public Hearing opened at 7:33 pm and the Indian Valley Regional Comprehensive Plan was considered.

Councilman Robert Baker asked about high density housing information and a brief discussion ensued. Mr. Baker asked if he could have more time to review the Plan, and Mr. Fournier stated that the Public Hearing can be continued until next month’s Council meeting.

There were no comments from the audience and the Public Hearing was closed at 7:44 pm. This Public Hearing will be continued at the January 4, 2016 Borough Council meeting at 7:30 pm.

 MINUTES OF PREVIOUS MEETING:

A Nyce/Crouthamel motion carried unanimously (6-0) approving the minutes of November 2, 2015.

TREASURER’S REPORT:

Manager Mark Fournier reported that we’ve taken in 96.43% of our earned income taxes, and 99.33% of our real estate taxes.

Mr. Fournier informed Council that the Police Department submitted a purchase order back in July for $5,195.00 for the purchase of video cameras; Chief Floyd had expected a grant to reimburse the cost of these video cameras. After last month’s Council meeting, Chief Floyd found out that the Borough would not be receiving this grant after all, so this will put the Police Department over budget in the Machinery & Equipment category for 2015.

Mr. Fournier also informed Council that the Borough will be over budget with Engineering on the traffic signal improvements project, since we had not anticipated receiving that grant in the 2015 budget and building it in the same year.

As of November 30, 2015, the Borough has taken in 86.54% of our revenues and has spent about 86.63% of our expenditures.

A Crouthamel/Schaeffer motion carried unanimously (6-0) approving the Treasurer’s Report for November.

MAYOR’S REPORT: We received a written monthly report for the file.

Mayor David Snook reported that he has received several calls from residents, thanking the Borough for the improvements to the intersection at County Line Road & Church Road/Avenue; they are thrilled that it’s now a safer intersection.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We received a written monthly report for the file.

Jerry Guretse from the Telford Fire Company reported that the Fire Company has put a crew together for this Friday’s tree lighting. The Fire Company Santa Run is scheduled for December 19th from 3:00 pm to 5:00 pm.

Mr. Guretse also reminded Council that the Christmas Party at the Firehouse will be on Tuesday, December 15th and everyone is welcome to attend.

LIBRARY REPORT: We received a written monthly report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER’S REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that the Borough has received a good response to the curb & sidewalk letters that were sent out to the residents on West Broad Street; about 2/3 of the letter recipients have started or completed their work. One resident asked about paying via payment plan, which the Borough has done in the past; the affected homeowner would pay over the course of 1 year at zero percent interest. The Borough would only implement a payment plan if it is absolutely necessary prior to liening a property.

 BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We received a written monthly report for the file.

Solicitor Mark Weand gave an update on pending zoning matters. Mr. Weand also gave an overview of the Agreements that are currently being prepared for the different Lutheran Home projects.

Mayor Snook asked if the Keeler properties have been cleaned up. Mr. Fournier stated that the properties have not been completely cleaned up, but Mr. Keeler has been working on them. Mr. Weand added that he has made enough progress for the Borough not to move forward with the District Justice.

ENGINEER’S REPORT: We received a written monthly report for the file.

Engineer Patrick DiGangi stated that CKS will prepare a punchlist for the traffic signal improvements project.

Mr. DiGangi also reported that they have not yet received revised plans for the Arlington Square project and the Lutheran Community at Telford – Wellness Center project.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

A-1       A Crouthamel/Maxwell motion carried unanimously (6-0) approving the 2016 Budget.

A-2       A Crouthamel/Baker motion carried unanimously (6-0) approving the bills for the month of November, 2015 in the amount of $ 220,439.83.

A-3       A Crouthamel/Schaeffer motion carried unanimously (6-0) appointing Thomas Swanson to complete the remaining term of the vacancy left by Donald Ziegler, which will expire in January, 2019.

A-4       A Crouthamel/Nyce motion carried unanimously (6-0) appointing Scott Hillegass for another five-year term on the Telford Industrial Development Authority, term to expire January, 2021.

A-5       A Maxwell/Nyce motion carried unanimously (6-0) adopting Ordinance #409, the Tax Levy Ordinance for 2016.

PLANNING AND ZONING COMMITTEE: Mr. Maxwell

PZ-1     A Maxwell/Crouthamel motion carried unanimously (6-0) adopting Ordinance #408.

ENVIRONMENTAL COMMITTEE: Mr. Nyce

E-1       Engineer Patrick DiGangi informed Council that Telford Borough is in Year 11 of their NPDES Permit. In 2012, Telford Borough implemented a TMDL strategic plan which addressed the Indian Creek & Skippack Creek Watersheds, and the strategic plan was submitted to PA DEP. In February of 2015, DEP sent a letter to the Borough, which contained a comment requiring the Borough to speak about the TMDL strategy for the Skippack Creek Watershed at a public meeting that was properly advertised.

The Borough plans to increase their street sweeping in the 0.007 square mile Skippack Watershed area of the Borough near Central Avenue, Hillcrest Avenue, and Carousel Drive.

Councilman James Schaeffer asked if the State was responsible for any of these areas. Manager Mark Fournier stated that the State does not claim ownership of any drainage facilities in state roads of boroughs. That maintenance and responsibility falls to the Boroughs.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

Manager Mark Fournier informed Council that the traffic pattern has changed at the County Line Road & Church Road/Avenue intersection. There is now a left-turn only lane, and a straight/right turn lane in both the North and South directions. Councilman Jeffrey Maxwell asked if there are still No Turn on Red signs at the intersection, and it was confirmed that these signs are still there. Mr. Fournier also informed the group that the intersections will “talk” to pedestrians; an automated voice will alert them when it’s their turn to cross the street.

DEVELOPMENT & CULTURE COMMITTEE: Mr. Nyce

DC-1     The Telford Borough Tree Lighting is scheduled for December 11, 2015 at 7:00 pm.

OTHER BUSINESS:

Council President J. Allen Landis thanked the Council for all of their help over the last 2 years, and wished everyone a Merry Christmas.
