Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by Vice President Scott Hillegass with the following members in attendance: Robert Baker, Carolyn Crouthamel, Stanley Nyce, James Schaeffer and Jeffrey Maxwell. Also present were Manager Mark Fournier, Solicitor Mark Weand, Public Works Director Gary Yoder, Police Chief Randall Floyd, Recording Secretary Diane Windfelder, Tax Collector Emiline Weiss, and Jerry Guretse from the Telford Fire Company, a press reporter and resident Lori Rappold. J. Allen Landis and Mayor David Snook were absent.

 

The invocation was given by Stanley Nyce, followed by the pledge of allegiance.

 

MINUTES OF PREVIOUS MEETING:

 

A Crouthamel/Maxwell motion carried unanimously (6-0) approving the minutes of May 4, 2015.

 

TREASURER’S REPORT:

 

A Crouthamel/Schaeffer motion carried unanimously (6-0) approving the Treasurer’s Report for May.

 

MAYOR’S REPORT: No report

 

POLICE REPORT: We received a written monthly report for the file.

 

FIRE REPORT: We did not receive a written monthly report for the file.

 

LIBRARY REPORT: We received a written monthly report for the file.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

Public Works Director Gary Yoder indicated that his crew will be setting the light poles for the basketball courts at the municipal park. Mr. Yoder also indicated that they will be installing the landscaping within the next week or two and should start the paving of the parking lot and the trail on June 22nd as long as weather permits. It was indicated that the park should be open early to mid-July.

 

MANAGER’S REPORT: We received a written monthly report for the file.

 

Manager Mark D. Fournier reported that he and Scott Hillegass attended The Partnership TMA Award Ceremony on May 29, 2015. Mr. Fournier indicated that we received the Community Award.

 

Manager Mark D. Fournier suggest that Borough Council appoint Daniel Wurst to the Pennridge Waste Water Treatment Authority as recommended by Telford Borough Authority. Mr Fournier indicated that Daniel Wurst will be replacing Abram Diehl whose term expires January 2018.

 

After a brief discussion, a Crouthamel / Nyce motion carried unanimously (6-0) appointing Daniel Wurst as the Authority representative to the Pennridge Waste Water Treatment Authority with term expiring January 2018.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

COMMENTS FROM AUDIENCE: There were no comments from the audience.

 

FINANCE AND ADMINISTRATIVE COMMITTEE: Ms. Crouthamel

A-1       A Crouthamel/Maxwell motion carried unanimously (6-0) approving the bills for the month of May, 2015 in the amount of $191,801.60.

A-2       A Crouthamel / Nyce motion carried unanimously (6-0) accepting the 2015 audit as presented.

 

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

 

ENVIRONMENTAL COMMITTEE: Mr. Nyce

 

Council member Stanley Nyce indicated that he delivered a check to the Borough in the amount of $14,415.63 representing the recycling grant for 2013.

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 

PUBLIC SAFETY COMMITTEE: There was nothing to report at this time

 

DEVELOPMENT & CULTURE COMMITTEE: Mr. Nyce

 

DC-1    Council Member Stanley Nyce indicated that the Farmers Market will be opening on Saturday, June 20th.

 

Public Works Director Gary Yoder indicated that there will be three or four new vendors at the Farmers Market this year and that a

sponsor is being sought.

 

OTHER BUSINESS: None

 

EXECUTIVE SESSION:

 

Borough Council entered into an Executive Session at 8:05 pm to discuss a matter of litigation.

 

Borough Council closed the Executive Session at 8:25 pm.  No action was taken.

 

The meeting was adjourned at 8:26 pm by a Crouthamel/Nyce motion.
