The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President J. Allen Landis with the following members in attendance: Robert Baker, Carolyn Crouthamel, Stanley Nyce, James Schaeffer and Mayor David Snook. Also present were Manager Mark Fournier, Solicitor Mark Weand, Public Works Director Gary Yoder, Police Chief Randall Floyd, Recording Secretary Megan McShane, Tax Collector Emiline Weiss, Jerry Guretse from the Telford Fire Company, a press reporter and resident Lori Rappold. Scott Hillegass and Jeffrey Maxwell were absent.

 

The invocation was given by J. Allen Landis, followed by the pledge of allegiance.

 

MINUTES OF PREVIOUS MEETING:

 

A Nyce/Schaeffer motion carried unanimously (5-0) approving the minutes of the April 6, 2015 Borough Council meeting.

 

TREASURER’S REPORT:

 

Manager Mark Fournier reported that we’ve taken in 52.06% of our revenues and have spent about 26.71% of our expenditures.

 

A Crouthamel/Baker motion carried unanimously (5-0) approving the Treasurer’s Report for April, 2015.

 

MAYOR’S REPORT: We received a written monthly report for the file.

 

POLICE REPORT: We received a written monthly report for the file.

 

FIRE REPORT: We did not receive a written monthly report for the file.

 

Fire Company President Jerry Guretse informed Council that 22 firemen completed their EMR training and are now certified as Emergency Medical Responders.

 

LIBRARY REPORT: We received a written monthly report for the file.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

Councilman Stanley Nyce shared his appreciation for the Public Works Department’s efforts with addressing the potholes in the Borough.

 

MANAGER’S REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier reported that he, along with Council President J. Allen Landis and Mayor David Snook, attended the annual Pennsylvania State Association of Borough’s conference in Lancaster. The following service award recipients were recognized and will receive their awards in the mail:

Carolyn Crouthamel                   Thomas F. Chrostwaite Award (20 years of service)

Scott Hillegass                          Carol Sambol Award (25 years of service)

Stanley Nyce                             Carol Sambol Award (25 years of service)

 

Mr. Fournier also reported that the Borough submitted an application for a $190,662 Community Development Block Grant for Phase 2 of the West Broad Street Water & Sanitary Sewer Rehabilitation Project, which would be from Noble Street to Third Street.

 

Mr. Fournier informed Council that he and Craig Davies met with the auditors to review the 2014 Audit; there were no findings and we should receive the finalized Audit shortly.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

Mr. Fournier reported that he and Building Inspector Jesse Hill met with the Lutheran Home to discuss their wellness center project, which they are getting ready to start.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

Solicitor Mark Weand reported that the Preliminary/Final Minor Plan of Subdivision for 329 Erie Avenue, submitted by Clemmer Realty, LLC, was presented to the Planning Commission on April 15, 2015 and received conditional approval. Manager Fournier stated that we are waiting until the Borough has received the final and fully executed Agreements regarding stormwater, cross parking easement agreements, etc., in place before presenting the plan to Council for final approval.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

COMMENTS FROM AUDIENCE: There were no comments from the audience.

 

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

 

A-1       A Crouthamel/Baker motion carried unanimously (5-0) approving the bills for the month of April, 2015 in the amount of $297,171.39.

 

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

 

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

PS-1     A Schaeffer/Nyce motion carried unanimously (5-0) approving the following 2 additional activities submitted by the Fire Company for 2015:

May 23, 2015                Sellersville Memorial Day Parade

May 25, 2015                Lansdale Memorial Day Parade – Fire Police only

 

DEVELOPMENT & CULTURE COMMITTEE: Mr. Nyce

 

OTHER BUSINESS:
