Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by Solicitor Mark Weand with the following members in attendance: Robert Baker, Carolyn Crouthamel, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell, Stanley Nyce, James Schaeffer and David Snook. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Police Chief Randall Floyd, Tax Collector Emiline Weiss, Fire Chief Bob Wiszneski, Jerry Guretse and Jason Bealer from the Telford Fire Company, Recording Secretary Megan McShane, resident Lori Rappold, and a press reporter.


The invocation was given by J. Allen Landis, followed by the pledge of allegiance.




A Hillegass/Crouthamel motion carried unanimously (7-0) approving the minutes of the December 9, 2013 Borough Council meeting.


POLICE REPORT: We received a written monthly report for the file.


Chief Randall Floyd informed Council that the Dr. Ruth trial has concluded and led to 2 convictions. He added that Detective Fox did an excellent job with all of the work he did on that trial.


Jeffrey Maxwell asked Chief Floyd if there were any problems on New Year’s Eve, and Chief Floyd replied that there were none.


Chief Floyd then advised Council that Officer Kim handled an emergency childbirth in the back of a vehicle on December 11, 2013.


FIRE REPORT: We received a written monthly report for the file.


Jerry Guretse informed Council that the firehouse was manned for 24 hours during the snow emergency, and stated that the electronic sign was very effective.


LIBRARY REPORT: We received a written monthly report for the file.


PUBLIC WORKS REPORT: We received a written monthly report for the file.


Jeffrey Maxwell stated that he has received several comments about how well the Borough crew takes care of the Borough streets.


Stanley Nyce added that the crew does a good job in town and that it seems other towns are not as prepared as we are.


MANAGER’S REPORT: We received a written monthly report for the file.


Manager Mark Fournier informed Council that he and Zoning Officer Richard O’Brien attended the Zoning Hearing Board on behalf of Council. He added that the auditors are due in shortly, and that the Borough is in the planning & final design of the Telford Municipal Park project; kick-off meetings with DCNR and other groups need to be scheduled.


Manager Fournier read the following Proclamation honoring Jay R. Stover, which was presented to him at his retirement dinner held yesterday, and read into the Borough Council minutes for permanent record:


JAY R. STOVER, Mayor of the Borough of Telford, is being honored for forty years of distinguished community service.


            JAY R. STOVER, was elected to Telford Borough Council in 1974 and to the position of Mayor in 1986. He has been an active participant in Borough Council meetings, and also serves on the Indian Valley Public Library Board and as a member of the Christ Reformed Church at Indian Creek.


            The Borough has been fortunate to have had Jay as their Mayor, and our community has truly benefited from his leadership.


            NOW, THEREFORE, I, Mark D. Fournier, Manager of the Borough of Telford, on behalf of the Borough and all of its citizens, offer congratulations to Mayor Jay R. Stover and thank him for his dedication, hard work and community service. We wish Jay all the best on his retirement.

SOLICITOR’S REPORT: We received a written monthly report for the file.


Solicitor Weand informed Council that there has been contact from the owner of Indian Ridge Provisions, and they will be moving forward with their project. Manager Fournier will meet with the owner to review what has to be done prior to them moving forward.


Solicitor Weand also advised Council that he is working on a draft lease for the new tenant at the Freight Station.


ENGINEER’S REPORT: We received a written monthly report for the file.


Manager Fournier reported that the Lutheran Community at Telford is getting ready to do renovations to apartments on the 2nd floor. They will also be constructing 4 new apartments where the old offices were, and are looking to add sunrooms to the homes that front on Crestview Avenue.

A Crouthamel/Nyce motion carried unanimously (7-0) reappointing Mark D. Fournier as Secretary for Telford Borough for the year 2014.


A Nyce/Schaeffer motion carried unanimously (7-0) reappointing Craig Davies as Treasurer for Telford Borough for the year 2014.




Z-1       A Crouthamel/Schaeffer motion carried unanimously (7-0) designating Univest National Bank & Trust Company, Quakertown National Bank, and First Savings of Perkasie as depository for Borough funds and authorizing the Borough Manager to invest as he sees fit in the best interest of the Borough.


Z-2       A Nyce/Hillegass motion carried unanimously (7-0) authorizing the Borough Manager to advertise the bids for goods and services, as needed during 2014.


Z-3       A Hillegass/Maxwell motion carried unanimously (7-0) re-appointing Emiline Weiss as Tax Collector, term to expire 1/1/18; Donald Ziegler to the Telford Industrial Development Authority, term to expire 1/1/19; David Landis to the Recreation Board term to expire 1/1/18; Wendy Leshinskie to the Civil Service Commission, term to expire 1/1/17; James Schaeffer to the Planning Commission, term to expire 1/1/19; John Harrell and Robert Nice to the Telford Borough Authority, terms to expire 1/1/19. (motion)


Z-4       A Schaeffer/Hillegass motion carried unanimously (7-0) passing Resolution 14-01 to exempt participating fulltime paid policemen from contributing one percent of their wages to the police pension fund for the year 2014.


Z-5       A Crouthamel/Hillegass motion carried unanimously (7-0) to borrow funds as needed from the Telford Borough Authority.


Z-6       A Crouthamel/Maxwell motion carried unanimously (7-0) to reappoint Timoney Knox, LLP as Borough Solicitor.


Z-7       A Nyce/Schaeffer motion carried unanimously (7-0) to reappoint CKS Engineers, Inc. as Borough Engineer.


Z-8       A Crouthamel/Maxwell motion carried unanimously reappointing Mark D. Fournier as Right-to-Know Officer for Telford Borough.


Z-9       A Schaeffer/Nyce motion carried unanimously reappointing Gladys Gradel as Right-to-Know Officer for Telford Borough Police Department matters.




District Justice Kenneth Deatelhauser administered the Oath of Office to the new Mayor, David Snook, Tax Collector Emiline Weiss and re-elected Council members Robert Baker, Scott Hillegass & J. Allen Landis. They then assumed their seats at the table.


Nominations were opened for Council President.


Scott Hillegass nominated J. Allen Landis for Council President, seconded by Stanley Nyce. This motion carried unanimously (7-0).


J. Allen Landis nominated Scott Hillegass for Vice-President, seconded by Stanley Nyce. This motion carried unanimously (7-0).


Scott Hillegass nominated Jeffrey Maxwell for President Protempore, seconded by Carolyn Crouthamel. This motion carried unanimously (7-0).


The Solicitor relinquished the chair to the newly elected President, J. Allen Landis.




Mayor David Snook advised Council that he submitted a written report for the Council packet, and will submit one when there are multiple items to report. Mayor Snook also reported that he will be willing to perform marriages when he is available, and submitted this statement in writing, per the Borough Code.


FINANCE AND ADMINISTRATIVE COMMITTEE: There was nothing to report at this time.


PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.


ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.


PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.




Jim Schaeffer advised Council that the Public Safety Committee will be meeting next Tuesday morning.




The Borough’s Association Dinner will be on Thursday, January 23rd in the Ambler/Bridgeport area. Once the Borough staff receives the invitation with specific details on location, they will forward it to Council.

A Hillegass/Crouthamel motion carried unanimously (7-0) authorizing the appointments of the Committees.




Borough Council entered into Executive Session at 8:15 pm to discuss a matter of litigation, personnel and real estate.


Borough Council closed executive session at 8:50 pm. No action was taken.


The meeting was adjourned at 8:50 pm by a Hillegass/Crouthamel motion.
