The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President Carolyn Crouthamel with the following members in attendance: Robert Baker, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell, Stanley Nyce and James Schaeffer. Also present were Manager Mark Fournier, Public Works Director Donald Beck, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, and a press reporter. Mayor Jay Stover was absent.

The invocation was given by J. Allen Landis, followed by the pledge of allegiance.


A Hillegass/Maxwell motion carried unanimously (6-0) approving the minutes of the August 6, 2012 Borough Council meeting.

TREASURER'S REPORT: We received the written monthly report for August, 2012 for the file.

Manager Mark Fournier reported that we've taken in 68.88% of our revenues and have spent about 51.36% of our expenditures.

MAYOR'S REPORT: The Mayor was not in attendance at this month's meeting.


Chief Randall Floyd reported that there will be a Public Safety Committee meeting at the end of this month, and that he continues to work on the Police Department Policy Manual.

FIRE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We did not receive a written monthly report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

President Carolyn Crouthamel encouraged Council members to drive by Franconia Park playground if they have not already done so; she complimented the public works department on a great job and thinks that it will be a real asset to the community.

Scott Hillegass asked Public Works Director Donald Beck if there have been any issues in response to the tree trimming letters that the Borough sent out. Mr. Beck informed Council that the response has been good, and that while there have been some calls asking for clarification on what to trim, or where to take the limbs, he has noticed that people are doing the trimming that needs to be done.

Stanley Nyce asked Mr. Beck if the Borough staff researched cost information for the rental of a chipper or walk-up dumpster. Mr. Hillegass informed Mr. Nyce and the Council that Mr. Beck looked into both of these options and both of them would've cost a few thousand dollars, so the letters were mailed out with information on the Barnside Facility in Schwenksville.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

SOLICITOR'S REPORT: We received a written monthly report for the file.

ENGINEER'S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no other comments from the audience.


A-1 A Hillegass/Nyce motion carried unanimously (6-0) accepting the payment of the bills for the month of August, 2012 in the amount of $ 225,013.57.

A-2 A Hillegass/Landis motion carried unanimously (6-0) appointing David Musselman to the Telford Borough Authority Board for a term expiring 1-15.

A-3 A Hillegass/Nyce motion carried unanimously (6-0) approving the sale of the 2002 Dodge Durango to James Brown in the amount of $1,651.00.

A Hillegass/Schaeffer motion carried unanimously (6-0) approving the sale of the 2005 Dodge Durango to Chris Freitas in the amount of $3,260.00.

PZ-1 Council President Carolyn Crouthamel informed Council that she spoke to each of the Council members and it appears that there is a consensus that Council would like to be able to assist the fire company with their request for an electronic sign. She added that an amendment to the Zoning Ordinance would have to be done in order to accommodate this request.

After a lengthy discussion, it was determined that the Planning & Zoning Committee would research other Ordinances and meet with Solicitor Weand and Richard O'Brien to discuss any potential Ordinance changes.

ENVIRONMENTAL COMMITTEE: There was no report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was no report at this time.

PUBLIC SAFETY COMMITTEE: There was no report at this time.


DC-1 Council reviewed a request from the Indian Valley Public Library to use part of the Borough fields next to the Library for their Brews for Books fundraiser that is scheduled for July 19-21, 2013. The Development & Culture Committee will meet to discuss this request and will report back to Council at a later date.



Borough Council entered into Executive Session at 8:31 pm to discuss personnel matters.

Borough Council closed executive session at 9:02 pm. No action was taken.
