The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by President Carolyn Crouthamel with the following members in attendance: Robert Baker, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell, Stanley Nyce, James Schaeffer and Mayor Jay Stover. Also present were Manager Mark Fournier, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, Sergeant James Minninger, Officer Brett Popiny, Officer Robert Seville, family members of Officer Popiny and a press reporter.

The invocation was given by Stanley Nyce, followed by the pledge of allegiance.

COMMENDATION FOR POLICE OFFICER:

Police Chief Randall Floyd presented a commendation to Officer Popiny for the exemplary skill that he displayed during the hostage incident on Indian Valley Lane in February, 2012. Officer Popiny was ill and unable to attend last month's meeting, when the other officers received their commendations.

MINUTES OF PREVIOUS MEETING:

A Landis/Maxwell motion carried unanimously (7-0) approving the minutes of the March 5, 2012 Borough Council meeting.

TREASURER'S REPORT: We received the written monthly report for March, 2012 for the file.

Manager Mark Fournier reported that we've taken in 41.84% of our revenues and have spent about 17.4% of our expenditures.

A Nyce/Hillegass motion carried unanimously (7-0) approving the Treasurer's Report for March, 2012.

MAYOR'S REPORT:

Mayor Stover reported that he attended the March Council meeting, the Library appreciation dinner, the Library Task Force meeting and a Park Board meeting.

POLICE REPORT:

Chief Floyd reported that he met with the Public Safety Committee for their quarterly meeting and they continue to discuss speeding issues near the Borough parks.

FIRE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

Mayor Stover informed Council that there is another Library Task Force meeting scheduled for Monday, April 30th. He distributed a handout from the Library that contained facts about the Library and its funding, and asked Council to review it so it can be discussed at next month's Council meeting.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER'S REPORT: We received a written monthly report for the file.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that the Borough will continue to keep the building inspector at 2 days a week instead of the normal 3 days a week, since things have been running fine with the 2-day schedule.

SOLICITOR'S REPORT: We received a written monthly report for the file.

ENGINEER'S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

A-1 A Hillegass/Landis motion carried unanimously (7-0) accepting the payment of the bills for the month of March, 2012 in the amount of $ 466,002.72.

A-2 A Hillegass/Baker motion carried unanimously (7-0) approving the Prevailing Wage Reform Resolution.

PLANNING AND ZONING COMMITTEE: There was no report at this time.

ENVIRONMENTAL COMMITTEE: There was no report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was no report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

PS-1 A Schaeffer/Maxwell motion carried unanimously (7-0) approving Ordinance #391, which amends Section 15 "Motor Vehicle" of the Borough Code of Ordinances.

DEVELOPMENT & CULTURE COMMITTEE: Mr. Nyce

DC-1 The American Historic Jukebox Society submitted another request to use the Community Building on the third Tuesday of each month for the rental fee of $30 for each meeting; this time the request was submitted by a Society Member who is a Telford Borough resident. A Nyce/Hillegass motion carried

unanimously (7-0) approving the request at the $30 rental fee, provided that they remove any equipment or materials from the premises each time they have their meeting.

OTHER BUSINESS:

We received Notice that a final proposal to re-establish the Magisterial Districts within the 38th Judicial District (Montgomery County) was submitted to the Pennsylvania Supreme Court. The final proposal retains the elimination of District Court 38-1-17 in Souderton.

Mayor Stover advised Council that the Judge of Elections is looking at alternatives to replace the Fire Company as a voting location.

Scott Hillegass informed Council that Main Streets hours have been reduced to 20 hours per week.

EXECUTIVE SESSION:

There was no executive session.

The meeting was adjourned at 8:22 pm by a Nyce/Landis motion.
