Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:32 p.m. by President Carolyn Crouthamel with the following members in attendance: Robert Baker, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell, Stanley Nyce, James Schaeffer and Mayor Jay Stover. Also present were Finance Director Craig Davies, Solicitor Mark Weand, Public Works Director Donald Beck, Recording Secretary Megan McShane, Police Chief Randall Floyd, District Justice Kenneth Deatelhauser, Officer James Minninger, Officer Kenneth Peck, Officer Robert Seville, family and friends of Robert Seville and a press reporter.

The invocation was given by Mayor Jay Stover, followed by the pledge of allegiance. Mayor Stover also asked for a moment of silence in honor of Tom Taglang, former Telford Borough Authority Board member and Charles Quinn, former Souderton Police Chief, who both passed away during the month of January.

SWEARING IN CEREMONY OF NEW PART-TIME POLICE OFFICER:

Robert F. Seville was sworn in as a new Telford Borough part-time officer by District Justice Kenneth Deatelhauser.

MINUTES OF PREVIOUS MEETING:

A Hillegass/Landis motion carried unanimously (7-0) approving the minutes of the January 3, 2012 Borough Council meeting.

TREASURER'S REPORT: We received the written monthly reports for December, 2011 and January, 2012 for the file.

Manager Mark Fournier reported that for the year 2011, the Borough had a net loss of $125,000. Expenditures were over budget and revenues didn't come in as expected. Manager Fournier further reported that he and Craig Davies met with the Finance & Administration Committee to carefully review the 2012 budget, and that after the tax increase, and proposed budget cuts, there should be a surplus of $79,000. The list of suggested budget cuts was reviewed with Council.

Manager Fournier informed Council that he and Mr. Davies will meet with the Finance & Administrative Committee every other month to review the Borough finances. Scott Hillegass informed Council that the Borough will not be laying anybody off at this time; the Committee will continue to track revenues very carefully throughout this year.

A Hillegass/Maxwell motion carried unanimously (7-0) approving the Treasurer's Reports for December, 2011 and January, 2012.

A Hillegass/Nyce motion carried unanimously (7-0) approving the budget cuts for the 2012 budget.

MAYOR'S REPORT:

Mayor Stover reported that he attended the January Council meeting, the Library Board meeting and a Library Task Force meeting on Monday, January 30th.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We received a written monthly report for the file.

A Nyce/Hillegass motion carried unanimously (7-0) approving the 2012 Schedule of Events of Telford Volunteer Fire Company.

LIBRARY REPORT: We received a written monthly report for the file.

Mayor Stover reported that there will be another Library Task Force meeting on March 26th at 7:00 pm. Some of the full-time library employees have been given part-time hours, one of the librarians has taken a leave of absence, and fundraising letters were sent out.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER'S REPORT: We received a written monthly report for the file.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

SOLICITOR'S REPORT: We received a written monthly report for the file.

ENGINEER'S REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that the Borough has still not heard from PaDOT about the ARLE Grant.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: There was no report at this time.

A-1 A Hillegass/Baker motion carried unanimously (7-0) accepting the payment of the bills for the month of December, 2011 in the amount of $ 242,601.64

and the payment of the bills for the month of January, 2012 in the amount of $ 201,864.33.

A-2 A Hillegass/Maxwell motion carried unanimously (7-0) appointing Emiline Weiss to the Vacancy Board, term to expire 1/1/13.

A-3 Manager Mark Fournier reminded Council that the PSAB Conference is coming up in April and that anyone wishing to attend should notify the

office so registration can be completed.

PLANNING AND ZONING COMMITTEE: There was no report at this time.

ENVIRONMENTAL COMMITTEE: There was no report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was no report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

PS-1 A Schaeffer/Hillegass motion carried unanimously (7-0) adopting Resolution 12-02 and the 2011 Bucks County Hazard Mitigation Plan.

PS-2 Manager Mark Fournier informed Council that a Public Safety Committee meeting will be scheduled to discuss Ordinance 391, which revises Chapter 15 of the Code of Ordinances. This section pertains to parking restrictions throughout the Borough.

DEVELOPMENT & CULTURE COMMITTEE: Mr. Nyce

DC-1 Manager Fournier informed Council that the Lower Salford Township Board of Supervisors will be hosting a Park Board meeting with surrounding community Park Boards on Tuesday, March 27th at 7:00 pm. Gary Yoder will be attending the meeting, along with Stanley Nyce.

OTHER BUSINESS:

EXECUTIVE SESSION:

Borough Council entered into Executive Session at 8:25 pm to discuss personnel matters.

Borough Council closed executive session at 8:50 pm. No action was taken.

The meeting was adjourned at 8:53 pm by a Hillegass/Landis motion.
