The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by President Stanley Nyce with the following members in attendance: Robert Baker, Carolyn Crouthamel, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell, James Schaeffer and Mayor Jay Stover. Also present were Manager Mark D. Fournier, Solicitor Mark Weand, Public Works Director Donald Beck, Recording Secretary Megan McShane, Police Chief Randall Floyd, Attorney Christopher Gerber, and a press reporter.

The invocation was given by Jeffrey Maxwell, followed by the pledge of allegiance.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Baker motion carried unanimously (7-0) approving the minutes of the June 6, 2011 Borough Council meeting with the following correction: the heading for the swearing in ceremony incorrectly states "Chief of Police and Police Officers". It should be changed to "Sergeant and Police Officer".

TREASURER'S REPORT: We received the written monthly report for June, 2011 for the file.

Manager Mark Fournier reported that we've taken in 60.17% of our revenues and have spent 46.23% of our expenditures.

A Landis/Crouthamel motion carried unanimously (7-0) approving the Treasurer's Report for June, 2011.

MAYOR'S REPORT:

The Mayor attended a Library Board meeting, Council meeting, and the ribbon cutting for the addition at the Indian Valley Public Library.

POLICE REPORT: We received a written monthly report for the file.

Chief Floyd informed Council that he continues to issue letters and parking tickets to Brian Keeler regarding his properties and the vehicles illegally parked on the properties, particularly his property at Main & Broad Streets; Chief Floyd has received numerous complaints from residents about that property. The issues have not improved and there are now safety concerns, so Chief Floyd will continue to pursue this as necessary. Solicitor Mark Weand suggested that Council continue this discussion in Executive Session and Council agreed.

FIRE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER'S REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that Telford Borough received a letter from the Department of Housing & Community Development, advising us that the Borough's Franconia Avenue Park Improvements project made the County's short list for a possible CDBG grant, through Montgomery County's 2011 Annual Action Plan. The Borough will be notified sometime in the fall as to whether or not they will receive the grant.

BUILDING OFFICIAL'S REPORT: We did not receive a written monthly report for the file.

SOLICITOR'S REPORT: We received a written monthly report for the file.

ENGINEER'S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE:

Pastor Bruno Giamba from Keystone Fellowship Church asked Council if the Church could set up a kids workshop on a Thursday evening from 6-8 pm on one of the municipal fields. Home Depot donated kits to the Church that the kids could use at the workshop, and the Church would like to hand out hot dogs, juice and cookies to the families that come to the workshop with their children.

After some discussion, Manager Mark Fournier informed Pastor Giamba that the best venue for this workshop would be at the pavilion next to the Freight Station, and stated that it should be held on a Saturday when the Farmer's Market is open. Mr. Fournier recommended that Pastor Giamba contact Pam Coleman at Main Streets to coordinate a Saturday that would work.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

A-1 A Hillegass/Crouthamel motion carried unanimously (7-0) accepting the payment of the bills for the month of May, 2011 in the amount of $193,929.57.

PLANNING AND ZONING COMMITTEE: There was no report at this time.

ENVIRONMENTAL COMMITTEE: Mr. Nyce

E-1 A Hillegass/Baker motion carried unanimously (7-0) authorizing the Borough staff to advertise Ordinance 387 in the newspaper, which will be brought to Council for adoption on Monday, August 1st. Ordinance 387, which is entitled "Wastewater Collection and Treatment Ordinance", amends the verbiage in Chapter 18 (Sewers and Sewer Disposal), Part 2 (Wastewater Treatment) of the Telford Borough Code of Ordinances.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was no report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Baker

PS-1 Chief Floyd presented a proposal for a police radio upgrade, explaining that our current radio system is 14-years-old and that it's not as effective as it

should be. He also informed Council that the FCC is requiring Montgomery County to complete a re-banding of the frequency used in its public safety

communications. A Baker/Hillegass motion carried unanimously (7-0) approving Resolution 11-02, which supports Montgomery County in their re-banding by

doing one of the following options:

1) purchase the radios and related user hardware required for use by municipal personnel; or

2) lease from the County the radios and related user hardware for use by municipal personnel.

In the event that option 2) is selected, this Municipality agrees to pay the cost of this equipment over a period of ten years; it agrees to pay in equal installments with four percent interest per annum on the unpaid balance.

EXECUTIVE SESSION:

Borough Council entered into executive session at 8:55 p.m. to discuss personnel matters and a matter of potential litigation.

Borough Council closed executive session at 9:37 pm. No action was taken
