The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by President Stanley Nyce with the following members in attendance: Robert Baker, Carolyn Crouthamel, Scott Hillegass, J. Allen Landis, James Schaeffer and Mayor Jay Stover. Also present were Manager Mark D. Fournier, Solicitor Mark Weand, Public Works Director Donald Beck, Recording Secretary Megan McShane, District Justice Charles Baum, Police Chief Randall Floyd, Detective Dan Fox, Officer David Bechtel, Officer Jeremy Kim, Officer James Minninger, Officer Robert Alburger, Retired Police Chief Douglas Bickel, family and friends of Officers Minninger and Alburger, resident Charles Porcelli, and a press reporter. Jeffrey Maxwell was absent.

The invocation was given by Mayor Jay Stover, followed by the pledge of allegiance.

SWEARING IN CEREMONY OF SERGEANT AND POLICE OFFICER:

James Minninger was sworn in as Sergeant by District Justice Charles Baum. Robert Alburger was then sworn in as a new Telford Borough police officer.

SOAP BOX DERBY DRIVER ACKNOWLEDGEMENT:

Police Chief Randall Floyd acknowledged Marcus Parente, a fifth-grader at Franconia Elementary, who won an essay contest and won the chance to drive the Team 67/Telford Police Department soap box car in the Indian Valley Soap Box Derby on June 4, 2011. Marcus and his family went to Officer Minninger's home to help build the soap box car. In addition, Officers Minninger, Bechtel and Kim sold Team 67 t-shirts to raise funds for the National Law Enforcement Memorial in Washington, D.C.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Hillegass motion carried unanimously (6-0) approving the minutes of the May 2, 2011 Borough Council meeting.

TREASURER'S REPORT: We received the written monthly report for May, 2011 for the file.

Manager Mark Fournier reported that we've taken in 56.02% of our revenues and have spent 38% of our expenditures.

A Landis/Crouthamel motion carried unanimously (6-0) approving the Treasurer's Report for May, 2011.

MAYOR'S REPORT:

The Mayor attended a Library board meeting, Council meeting, a Key Communicators meeting and the Soap Box Derby.

POLICE REPORT: We received a written monthly report for the file.

Chief Randall Floyd informed Council that an electronic speed sign has been ordered, thanks to a donation received by the Lutheran Community at Telford. Residents can expect to see the sign placed all throughout the Borough.

Souderton Police Chief Leary expressed sincere gratitude to the Telford Borough PD for their assistance on the Kauffman homicide case. Scott Hillegass reported that several Souderton Borough Council members asked him to thank the Telford Borough PD for their assistance on the case. On behalf of Sadler-Seuss Funeral Home, J. Allen Landis thanked the Telford Borough PD for their support at the viewing and said it was greatly appreciated.

FIRE REPORT: We received a written monthly report for the file.

Borough Council received a letter from the Telford Fire Company regarding their proposed electronic sign. Since the letter was just received the morning of the Council meeting, and Council did not have a chance to read over it prior to the meeting, Council President Stanley Nyce asked the Council members to review the letter at their convenience.

LIBRARY REPORT: We received a written monthly report for the file.

Mayor Jay Stover informed Council that the ribbon cutting for the library addition will take place on Friday, June 10, 2011 at 5:00 pm.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Public Works Director Donald Beck reported that the back and side windows at the Community Building are rotted, and the seals have gone bad. He told Council that it would cost $3,900 to replace the windows.

The Borough had hoped to receive a CDBG Grant to cover the cost of the window replacement, but since the County was unable to move forward with awarding that Grant, it was the consensus of the Council that staff should use funds from Capital Reserve to pay for the windows.

MANAGER'S REPORT: We received a written monthly report for the file.

Manager Mark D. Fournier informed Council that the handicapped ramp replacement work will begin this month on East Reliance Road.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

SOLICITOR'S REPORT: We received a written monthly report for the file.

ENGINEER'S REPORT: We received a written monthly report for the file.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

A-1 A Hillegass/Crouthamel motion carried unanimously (6-0) accepting the payment of thebills for the month of May, 2011 in the amount of $193,929.57.

PLANNING AND ZONING COMMITTEE: There was no report at this time.

ENVIRONMENTAL COMMITTEE: There was no report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was no report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Baker

PS-1 Police Chief Randall Floyd distributed a handout showing an inventory of the police department vehicles and reviewed it with Council.

A 2011 Dodge Charger is on order which will replace the 2009 Dodge Durango that was totaled on April 20, 2011.

The 2005 Dodge Durango has 116,553 miles on it and is in need of serious repair. This is a secondary patrol vehicle needed for additional part-time shiftsadded in 2011.

The 2002 Dodge Durango has 107,500 miles on it and is currently out of service due to multiple repairs needed on it. The estimate for the repairs is $3,200 and the Kelley Blue Book Value of the car is $3,600. This vehicle is used by the Detective.

After a lengthy discussion, a Hillegass/Crouthamel carried unanimously (6-0) authorizing the purchase of a second new vehicle with funds from CapitalReserve, and to repair the 2005 Durango and turn it into the detective's vehicle.

DEVELOPMENT & CULTURE COMMITTEE: Ms. Crouthamel

Manager Mark Fournier reported that there is a new church at 205 North Main Street.

OTHER BUSINESS:

Mr. Hillegass shared the sad news with Council that Ms. Nancy Owen recently passed away. Nancy was a big part of Main Streets and the Indian Valley Farmers Market and will be missed.

EXECUTIVE SESSION:

Borough Council entered into executive session at 9:09 p.m. to discuss personnel matters.

Borough Council closed executive session at 9:51 pm.

A Landis/Crouthamel motion carried unanimously (6-0) approving the hiring of a part-time police officer at $16.00/hour with a salary increase to $17.00/hour after the completion of six months contingent on passing the physical and psychological examinations.

A Hillegass/Crouthamel motion carried unanimously (6-0) approving the salary increase for James Minninger in his first year of the Sergeant position to $35.70/hour, effective June 6, 2011.

The meeting was adjourned at 9:54 pm by a Crouthamel/Landis motion.
