The Telford Borough Council meeting held this date was called to order at 7:34 p.m. by Vice-President Carolyn Crouthamel with the following members in attendance: Robert Baker, John Harrell, Scott Hillegass, J. Allen Landis, and Mayor Jay Stover. Also present were Manager Mark D. Fournier, Solicitor Mark Weand, Public Works Director Donald Beck, Recording Secretary Megan McShane, Police Chief Randall Floyd, Attorney Christopher Gerber, Zoning Officer Richard O'Brien, resident James Schaeffer, and a press reporter. Council President Stanley Nyce and Jeffrey Maxwell were absent.

The invocation was given by Scott Hillegass, followed by the pledge of allegiance.

MINUTES OF PREVIOUS MEETING:

A Hillegass/Baker motion carried unanimously (5-0) approving the minutes of the March 7, 2011 Borough Council meeting.

TREASURER'S REPORT: We received the written monthly report for March, 2011 for the file.

Manager Mark Fournier reported that we've taken in 39.75% of our revenues and have spent 24.84% of our expenditures.

A Landis/Baker motion carried unanimously (5-0) approving the Treasurer's Report for March, 2011.

MAYOR'S REPORT:

The Mayor informed Council that last month he attended the Library board meeting and the Telford Borough Council meeting.

POLICE REPORT: We received a written monthly report for the file.

Chief Randall Floyd thanked Council for their support during the 2-year investigation of the Lombardo murder, which was recently closed. A press announcement was made at Borough Hall with the District Attorney on March 23rd.

FIRE REPORT: We received a written monthly report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Public Works Director Donald Beck informed Council that the department will be collecting leaves this week, and mentioned that an advertisement was placed in the local papers to let the residents know about the leaf collection.

The Reliance Road water main replacement work (from Main Street to 3rd Street) will be starting next week.

LIBRARY REPORT: We received a written monthly report for the file.

MANAGER'S REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that Finance Director Craig Davies put a great deal of work into the CDBG Grant application.

Mr. Fournier attended a meeting with Perkasie Borough to discuss revitalization to their train station building.

The Right-of-Way clearing project is underway and will be finished in the next few weeks.

Mr. Fournier, Mr. Beck and Robert Kratz had a meeting to prioritize the Telford Borough Authority bond projects.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

A review letter was submitted to the Towne Restaurant, who submitted plans for a second apartment above the restaurant.

SOLICITOR'S REPORT: We received a written monthly report for the file.

Solicitor Mark Weand reported that Indian Ridge Provisions has submitted plans for review by the Planning Commission, who will be meeting on April 27, 2011.

Mr. Weand submitted his opinion for the 2010 Audit.

ENGINEER'S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

Mayor Stover asked Council if this was the last year for Telford Borough to receive money from the state for the Main Streets Program. Scott Hillegass confirmed that it is the last year for a contribution from the state, and that Main Streets will have to hold fundraisers and solicit for donations. Main Streets is also hoping to be awarded an exit grant for up to $60,000.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

A-1 A Hillegass/Landis motion carried unanimously (5-0) approving the payment of the bills for the month of March, 2011 in the amount of $435,154.13.

PLANNING AND ZONING COMMITTEE: Mr. Maxwell

PZ-1 Zoning Officer Richard O'Brien informed Council that Stein Seal Company, located at 375 East Church Road, has submitted an application for a waiver of land development. Stein Seal would like to do an interior subdivision of space within their building for F-2 uses. A Baker/Hillegass motion carried unanimously (5-0) approving the waiver of land development.

ENVIRONMENTAL COMMITTEE: There was no report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Mr. Landis

PW-1 A Landis/Harrell motion carried unanimously (5-0) to award the 2011 Bituminous Materials contract to H&K Materials in the amount of $ 82,862.50.

PW-2 A Landis/Harrell motion carried unanimously (5-0) to award the 2011 Equipment Rental without Operator contract to Plasterer for the following rates:

Model #550 – Power Angle & Tilt Blade, 60 to 70 hp @ $250/day, $600/week, $1,800/month

PUBLIC SAFETY COMMITTEE: There was no report at this time.

DEVELOPMENT & CULTURE COMMITTEE: Ms. Crouthamel

Ms. Crouthamel informed Council that Manager Mark Fournier and Parks Foreman Gary Yoderproofread the Souderton/Telford section of the sample community map that is currently being developed by Montgomery County and the Indian Valley Regional Planning Commission. Ms. Crouthamel will be picking up 1,000 copies of the map for the Borough at the end of May, when the map is complete.

EXECUTIVE SESSION:

Borough Council entered into executive session at 8:12 p.m. to discuss personnel matters.

Borough Council closed executive session at 9:13 pm. No action was taken.
