The Telford Borough Council meeting held this date was called to order at 7:32 p.m. by Stanley Nyce with the following members in attendance: Robert Baker, Carolyn Crouthamel, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell and Mayor Jay Stover. John Harrell was absent. Also present were Manager Mark D. Fournier, Solicitor Mark Weand, Public Works Director Donald Beck, Recording Secretary Megan McShane, Police Chief Randall Floyd, District Justice Kenneth Deatelhauser, Officer James Minninger, Officer Kyle Heffernan, Officer Kenneth Peck, family of Kenneth Peck, Telford Fire Company President Ron Chernuka, resident James Schaeffer, and a press reporter.

The invocation was given by Robert Baker, followed by the pledge of allegiance.

SWEARING IN CEREMONY OF NEW PART-TIME POLICE OFFICER:

Kenneth E. Peck was sworn in as a new Telford Borough part-time officer by District Justice Kenneth Deatelhauser.

MINUTES OF PREVIOUS MEETING:

A Hillegass/Crouthamel motion carried unanimously (6-0) approving the minutes of the February 7, 2011 Borough Council meeting.

TREASURER'S REPORT: We received the written monthly report for February, 2011 for the file.

Manager Mark Fournier reported that we've taken in 9.29% of our revenues and have spent 13.54% of our expenditures.

A Landis/Hillegass motion carried unanimously (6-0) approving the Treasurer's Report for February, 2011.

MAYOR'S REPORT:

The Mayor informed Council that last month he attended the Library board meeting and the Telford Borough Council meeting.

POLICE REPORT: We received a written monthly report for the file.

Mayor Jay Stover complimented Chief Floyd on the new format of the police report. Chief Floyd thanked Mayor Stover for his compliments and commended Police Department Secretary Gladys Gradel for developing the new format.

FIRE REPORT: We received a written monthly report and the annual report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Public Works Director Donald Beck informed Council that the Borough is applying for a Community Development Block Grant to upgrade playground equipment at Franconia Park. CKS Engineers is currently doing the design work for the playground.

J. Allen Landis asked Mr. Beck if the public works department would be starting work again on Indian Valley Lane. Mr. Beck advised Mr. Landis that the department will be starting up again on Indian Valley Lane and that the work should be done by the middle to the end of April.

LIBRARY REPORT: We received a written monthly report for the file.

The "Goofy Golf" fundraiser was a success for the Library and raised approximately $2,000 to $3,000. This fundraiser will now be held on an annual basis.

MANAGER'S REPORT:

Manager Mark Fournier reported that he and Finance Director Craig Davies attended the 2011 CDBG Application Training in Norristown on February 16th, where

they learned of a CDBG Grant opportunity. The application deadline is April 1, 2011.

A Crouthamel/Maxwell motion carried unanimously (6-0) approving a Resolution authorizing the submission of an application for funding assistance to the Montgomery County Community Development Block Grant Program for improvements to Franconia Park, including picnic tables, a swing set, tire swing, water fountain, etc., and a path looping around the Park.

If the Borough is awarded the Grant, the Borough will just be responsible for engineering/design costs and installation of the equipment by Borough staff.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

SOLICITOR'S REPORT: We received a written monthly report for the file.

ENGINEER'S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

A-1 A Hillegass/Crouthamel motion carried unanimously (6-0) approving the payment of the bills for the month of February, 2011 in the amount of $239,253.77.

PLANNING AND ZONING COMMITTEE: Mr. Maxwell

Mr. Jeffrey Maxwell informed Council that the Planning and Zoning Committee met to discuss the fire company's second request to allow them to replace their existing sign with an electronic sign. The Zoning Hearing Board denied the fire company's request for a zoning variance, but the fire company came back to Council last month to ask if anything could be done to allow them to put up the electronic sign.

Mr. Maxwell reported that the Committee voted 2-1 to keep the current zoning ordinance in place, and not revise it to allow the electronic sign. While one Committee member was in favor of making modifications to the ordinance to allow the sign, the other Committee members were concerned that changing the ordinance to allow this electronic sign would open the door for other electronic sign requests, after Council spent a great deal of time revising the ordinance to prevent these signs from being erected throughout the Borough.

ENVIRONMENTAL COMMITTEE: There was no report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was no report at this time.

PUBLIC SAFETY COMMITTEE: There was no report at this time.

DEVELOPMENT & CULTURE COMMITTEE: There was no report at this time.

OTHER BUSINESS:

EXECUTIVE SESSION:

Borough Council entered into executive session at 8:16 p.m. to discuss personnel matters.

Borough Council closed executive session at 8:45 pm.

The meeting was adjourned at 8:46 pm by a Landis/Crouthamel motion.
