The Telford Borough Council meeting held this date was called to order at 7:32 p.m. by Stanley Nyce with the following members in attendance: Robert Baker, Carolyn Crouthamel, J. Allen Landis, Jeffrey Maxwell and Mayor Jay Stover. Also present were Manager Mark D. Fournier, Solicitor Mark Weand, Police Chief Randall Floyd, Recording Secretary Megan McShane, Public Works Director Donald Beck, Tax Collector Emiline Weiss, resident James Schaeffer and a press reporter. John Harrell and Scott Hillegass were absent.

The invocation was given by Stanley Nyce, followed by the pledge of allegiance.

PUBLIC HEARING:

Council President Stanley Nyce announced that there would be a Public Hearing to discuss and consider comments concerning Proposed Ordinance # 384, which pertains to the establishment and enforcement of a curfew in the Borough, and Proposed Tax Levy Ordinance # 385. The Public Hearing was closed at 7:35 pm and there were no comments from the audience.

MINUTES OF PREVIOUS MEETING:

A Baker/Crouthamel motion carried unanimously (5-0) approving the minutes of the November 1, 2010 Borough Council meeting.

TREASURER'S REPORT: We received the written monthly report for November, 2010 for the file.

We've taken in 87.64% of our revenues and have spent 86.37% of our expenditures.

Robert Baker asked Manager Mark Fournier if the Borough is still on target to carry over $80,000 in the general fund, which is currently at $99,758.73. Mr. Fournier confirmed that the Borough is on target to carry over that amount.

J. Allen Landis asked Manager Mark Fournier if there were any invoices for the roof work included in this month's report. Mr. Fournier explained that the Borough paid invoices from Kitson Bros. last month for work already completed, and Kitson Bros. is currently doing more work on the roof, which will cost an additional $3,000.

A Crouthamel/Landis motion carried unanimously (5-0) approving the Treasurer's Report for November, 2010.

MAYOR'S REPORT:

The Mayor informed Council that he attended the Borough's Association Dinner at William Penn Inn on December 2nd, he participated in the Souderton parade on Saturday, December 4th, and hosted the Mayor's Dinner at Indian Valley Country Club on December 5th.

POLICE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

FIRE REPORT: We received a written monthly report for the file.

Fire Chief Ray Fegley reported that Telford Borough recently received an ISO Certification of 3, after a survey was completed of our water system and fire department by the Insurance Services Office. Our fire rating not only improved from 5 to 3, but the Borough was one of only 23 municipalities in Pennsylvania to receive a fire rating of 3 or better.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Public Works Director Donald Beck reported that this is the last scheduled week for leaf collection in the Borough, but the department will continue to collect as needed through the month of December.

The T12 fluorescent light bulbs that are currently used in the Borough buildings will no longer be available in the new year, so the Public Works department will be retro-fitting the bulbs that are currently in place. The ballast will be changed out and the 4 bulbs in each fixture will be replaced with 2. This work will be completed in 154 fixtures. The Borough will receive a grant from PPL to cover the cost of the materials; the Borough staff will complete the work.

The tree lighting ceremony will be held on Friday, December 10th.

MANAGER'S REPORT: We received a written monthly report for the file.

J. Allen Landis asked Manager Mark Fournier if any more sewer lateral work will be completed on Indian Valley Lane this year. Mr. Fournier explained to Mr. Landis that some priority work on Wells 1, 3 and 6 has come up, so the Public Works department will get back to the work on Indian Valley Lane in 2011. Public Works Director Donald Beck informed Council that Trout Bros. will repair all of the sidewalks that were dug up during the sewer lateral work, before the winter weather arrives.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

SOLICITOR'S REPORT: We received a written monthly report for the file.

Solicitor Mark Weand prepared the legal advertisement for Ordinance # 384, which was advertised accordingly. This Ordinance is ready for adoption at tonight's meeting.

Bond closing was completed today for the Telford Borough Authority.

ENGINEER'S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

A-1 A Landis/Baker motion carried unanimously (5-0) approving the payment of bills for the month of November 2010 in the amount of $ 195,765.23.

A-2 A Landis/Crouthamel motion carried unanimously (5-0) adopting the 2011 budget with a .35 millage increase.

A-3 A Landis/Baker motion carried unanimously (5-0) adopting Ordinance # 385, which is the 2011 Tax Levy Ordinance.

A-4 A Landis/Maxwell motion carried unanimously (5-0) adopting the 2011 Holiday Schedule as presented to Council.

PLANNING & ZONING COMMITTEE: There was no report at this time.

PZ-1 A Maxwell/Crouthamel motion carried unanimously (5-0) approving the 2011 budget for the Indian Valley Regional Planning Commission.

ENVIRONMENTAL COMMITTEE: There was no report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was no report at this time.

PUBLIC SAFETY COMMITTEE:

PS-1 A Crouthamel/Baker motion carried unanimously (5-0) approving Ordinance # 384, which pertains to the establishment and enforcement of a curfew in the Borough. This is the same curfew Ordinance that Souderton has in place.

DEVELOPMENT & CULTURE COMMITTEE: There was no report at this time.

OTHER BUSINESS:

EXECUTIVE SESSION:

Borough Council entered into executive session at 8:20 p.m. to discuss personnel matters.

Borough Council closed executive session at 8:49 p.m.

A Crouthamel/Maxwell motion carried unanimously (5-0) approving the requested adjustments to vacation schedules of various uniformed and non-uniformed employees.

The meeting was adjourned at 8:50 p.m. by a Landis/Crouthamel motion.
