The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President John Taylor with the following people in attendance: Miles Arnott, Robert Baker and Carolyn Crouthamel. Also present were Manager Mark Fournier, Recording Secretary Megan McShane, Public Works Director Gary Yoder, Police Chief Randall Floyd, Solicitor James Jacquette and residents Wendy Leshinskie, Lori Rappold and Nicole Spiese. Bill Ashley, Mark Gehman, Jim Schaeffer and Mayor David Snook were absent.

The invocation was given by Council President John Taylor, followed by the pledge of allegiance.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Arnott motion carried unanimously (4-0) approving the minutes of the September 8, 2020 Borough Council meeting.

TREASURER’S REPORT:

Manager Mark Fournier reported that the Borough has taken in 87.86% of its revenues and spent 68.65% of its expenditures as of the end of September, 2020.

Mr. Fournier informed Council that the Borough has not received $50-60,000 in projected building permit revenue since the Lutheran Home expansion project has not begun yet.

An Arnott/Crouthamel motion carried unanimously (4-0) approving the Treasurer’s Report for September, 2020.

MAYOR’S REPORT: We did not receive a written monthly report for the file.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

Wendy Leshinskie reported that study rooms can now be reserved at the Library; there are 4 rooms with WIFI available and the rooms may be reserved once a day for a 2-hour timeslot. Reservations must be made in advance. Ms. Leshinskie also informed Council that the Library received a grant to be used towards the operations of the Library.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Councilman Robert Baker asked for an update on the camera situation for the parks, and if cameras will be put in all of the Borough Parks. Mr. Fournier confirmed that cameras will only be put in at Telford Municipal Park, and Public Works Director Gary Yoder added that the cameras will record activity 24 hours a day, 7 days a week.

Council President John Taylor thanked Mr. Yoder for the tour of the Public Works Garage.

MANAGER’S REPORT: We received a written monthly report for the file.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We did not receive a written monthly report for the file.

Solicitor James Jacquette reported that he is waiting for the Lutheran Home to make decisions on their expansion plans before they will proceed with signing Agreements.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: Ms. Crouthamel

            A-1       A Crouthamel/Baker motion carried unanimously (4-0) authorizing the payment of bills for the month of September, 2020 in the amount of $ 285,599.

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Arnott

PS-1     An Arnott/Crouthamel motion carried unanimously (4-0) authorizing the advertisement for the Civil Service testing procedure for a full-time police officer. The candidate who was going to be recommended for hiring at tonight’s meeting decided to withdraw herself from consideration, and there were no other candidates to recommend.

DEVELOPMENT AND CULTURE COMMITTEE: Mr. Baker

            DC-1     After some discussion, it was the decision of Council to continue to keep the Community Building closed. They will revisit their discussion at the next Council meeting on Monday, November 2nd.

            Mr. Baker reported that Oktoberfest has been cancelled for this year, but the Telford Tree Lighting is still scheduled for Friday, December 11th. The Souderton-Telford Main Streets Board is currently looking at ways that pictures could be safely taken with Santa.

            Mr. Fournier reported that the Mayor’s Dinner has been cancelled for this year.

OTHER BUSINESS:

The meeting was adjourned at 8:01 pm by an Arnott/Crouthamel motion.
