The Telford Borough Council meeting held this date was called to order at 7:34 p.m. President John Taylor with the following people in attendance: Miles Arnott, William Ashley, Mark Gehman, Manager Mark Fournier, Recording Secretary Megan McShane and Police Chief Randall Floyd. The following people participated via telephone: Robert Baker, Carolyn Crouthamel, James Schaeffer, Mayor David Snook and Emergency Management Coordinator Robert Sparks.

MINUTES OF PREVIOUS MEETING:

An Arnott/Gehman motion carried unanimously (7-0) approving the minutes of the March 2, 2020 Borough Council meeting.

TREASURER’S REPORT:

Manager Mark Fournier reported that the Borough has taken in 50.43% of its revenues and spent 30.96% of its expenditures as of the end of March, 2020.

A Schaeffer/Arnott motion carried unanimously (7-0) approving the Treasurer’s Report for March, 2020.

COMMENTS FROM AUDIENCE: No audience members were present at the meeting, and no public comments or questions were submitted via e-mail prior to the meeting.

FINANCE AND ADMINISTRATIVE COMMITTEE: Ms. Crouthamel

            A-1       A Crouthamel/Ashley motion carried unanimously (7-0) authorizing the payment of bills for the month of March, 2020 in the amount of $ 458,645.84.

            A-2       An Arnott/Crouthamel motion carried unanimously (7-0) changing the date of the May Council meeting from May 4, 2020 to May 18, 2020.

A-3       A Crouthamel/Ashley motion carried unanimously authorizing the advertisement of Ordinance #422, which will incorporate changes required into the PMRS non-uniform pension plan to comply with IRS regulations.

PLANNING AND ZONING COMMITTEE: Mr. Schaeffer

PZ-1     A Schaeffer/Gehman motion carried unanimously (7-0) adopting Ordinance #421.

PUBLIC SAFETY COMMITTEE: Mr. Arnott

            PS-1     An Arnott/Gehman motion carried unanimously (7-0) authorizing the continuation of the Emergency Declaration for Telford Borough during this COVID-19 pandemic.

Councilman Miles Arnott thanked Chief Floyd for all of his and the Department’s work during these challenging times.

OTHER BUSINESS:

Emergency Management Coordinator Bob Sparks reported that the number of COVID-19 cases has gone up in Bucks and Montgomery Counties as testing has become more available. Mr. Sparks added that supplies for the Police, Fire, EMS and Public Works personnel are sometimes tight to get, but he is doing okay with getting them. Mr. Sparks asked Council to please reach out to him if they need any more information from him or have any supply needs.

The meeting was adjourned at 7:47 pm by an Arnott/Crouthamel motion.
