The Telford Borough Council meeting held this date was called to order at 7:32 p.m. by President Robert Baker with the following members in attendance: Miles Arnott, William Ashley, Carolyn Crouthamel, James Schaeffer and John Taylor. Also present were Public Works Director Gary Yoder, Recording Secretary Megan McShane, Solicitor James Jacquette, Fire Company President Jerry Guretse, and a resident Lori Rappold and a reporter. Mayor David Snook, Borough Manager Mark Fournier and Police Chief Randall Floyd were absent.

The invocation was given by James Schaeffer, followed by the pledge of allegiance.

Council President Robert Baker announced that the Public Hearing scheduled for this evening has been cancelled; the Applicant withdrew their Conditional Use Application on June 17, 2019, after the Public Notice was sent to surrounding property owners and after the advertisement appeared in the newspaper.

MINUTES OF PREVIOUS MEETING:

An Arnott/Crouthamel motion carried unanimously (7-0) approving the minutes of the June 3, 2019 Borough Council meeting.

TREASURER’S REPORT:

A Crouthamel/Gehman motion carried unanimously (7-0) approving the Treasurer’s Report for June, 2019.

MAYOR’S REPORT: We did not receive a written monthly report for the file.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We did not receive a written monthly report for the file.

Councilman Bill Ashley thanked the Fire Department, the Fire Police and the Police Department for their assistance at the Penn Valley Community Fair.

LIBRARY REPORT: We received a written monthly report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Public Works Director Gary Yoder showed Council the Community Award that the Public Works Department received from the Partnership TMA for their assistance with the Bike Share Program.

Mr. Baker asked Mr. Yoder what’s being done on Reliance Road. Mr. Yoder stated that PECO is doing overlay work; they’re restoring the trench that they dug when they installed the new gas line.

MANAGER’S REPORT: We received a written monthly report for the file.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We did not receive a written monthly report for the file.

Solicitor Jim Jacquette reported that he worked on the advertisement for Ordinance #418, reviewed the bid advertisement for the ADA Ramp project, and has been reviewing and researching the 2 new Harry Hassan development projects on West Broad Street.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE:

Christine Benson, a resident of Grundy Manor, introduced herself and expressed her concerns with the parking situation on Washington Street. She stated that there are several Grundy residents who, when they park on the street, take up an area equivalent to one and a half spaces, and she is asking if the Borough could put angled parking spaces on both sides of Washington Street, once the chip seal project is completed on that street. If the Borough would allow the angled spaces, she would arrange a meeting of the Grundy residents who are drivers to let them know of the new spaces.

Mr. Baker informed Ms. Benson that the Borough will have to look at any potential safety issues with the Police Department and Public Works Department. One concern raised by Mr. Yoder is that people would have to back out into traffic on Washington Street. Ms. Benson remarked that if the Grundy residents can’t back out into traffic, then they really should not be driving, and she added that there are several Grundy residents who shouldn’t be. Councilman Miles Arnott stated that the Public Safety Committee will discuss this with Chief Floyd at their next Committee meeting. Mr. Baker added that the Borough will need to further look into the parking concerns that have been raised recently by the Grundy Manor residents.

FINANCE AND ADMINISTRATIVE COMMITTEE: Ms. Crouthamel

            A-1       A Crouthamel/Arnott motion carried unanimously (7-0) approving the payment of bills for the month of May, 2019 in the amount of $398,158.65.

PLANNING AND ZONING COMMITTEE: Mr. Schaeffer

            PZ-1     A Crouthamel/Schaeffer motion carried unanimously (7-0) to adopt Ordinance #418, which was discussed in detail at last month’s meeting.

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Mr. Ashley

PW-1    An Ashley/Arnott motion carried unanimously (7-0) awarding the 2019 ADA Ramp Project to Ettore Ventresca and Sons, Inc. in the base bid amount of $168,520 with add/alternate locations to be added during construction, and quantities to be adjusted during construction to ensure that the project does not exceed the $200,000 CDBG Grant.

PUBLIC SAFETY COMMITTEE: Mr. Arnott

            PS-1     An Arnott/Crouthamel motion carried unanimously (7-0) approving the following additional activities for the Fire Company for 2019: Perkasie Borough carnival from June 25-29, Sellersville Borough carnival from July 9-13.

DEVELOPMENT & CULTURE COMMITTEE: Mr. Taylor

Councilman John Taylor reported that the Night Market has been successful so far, and he thanked the Public Works Department for all of their help with the Market. He also referenced the flyer in the packet from Keystone Opportunity Center that discusses their new summer lunch program for kids.

Mr. Taylor then referenced the thank you letter in the packet from Bucks County for allowing the County to use the Telford Borough Community Building as a polling location for the upcoming election on November 5th. Mr. Taylor reminded everyone to come out and vote.
