The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by Mayor David Snook with the following members in attendance: Robert Baker, Carolyn Crouthamel, A. Miles Arnott, John Taylor, Jeffrey Maxwell, and James Schaeffer. Also present were Manager Mark Fournier, Police Chief Randall Floyd, Solicitor James Jacquette, Public Works Director Gary Yoder, Tax Collector John Fenstermacher, Recording Secretary Diane Windfelder, Jerry Guretse from the Telford Fire Company, resident Donna Taylor, Jacqueline Fenstermacher, Emiline Weiss, and a press reporter. Stanley Nyce was absent.

The invocation was given by John Taylor, followed by the pledge of allegiance.

Mayor David Snook administered the Oath of Office to the newly elected Tax Collector John Fenstermacher, to the reelected Council Members Robert Baker, John Taylor and A. Miles Arnott.

The Mayor took the chair and nominations were opened for Council President.

Jeffrey Maxwell nominated Robert Baker for Council President. Nominations were closed, and the nomination was voted upon passing unanimously (6-0).

Jeffrey Maxwell nominated John Taylor for Vice-President. Nominations were closed, and the nomination was voted upon passing unanimously (6-0).

Jeffrey Maxwell nominated A. Miles Arnott for President Protempore. Nominations were closed, and the nomination was voted upon passing unanimously (6-0).

The Mayor relinquished the chair to the newly elected President Robert Baker.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Arnott motion carried unanimously (6-0) approving the minutes of the December 4, 2017 Borough Council meeting.

MAYOR’S REPORT: We received a written monthly report for the file.

Mayor David Snook reported that the Mayor’s Dinner went well and everyone in attendance seemed to enjoy themselves.

POLICE REPORT: We received a written monthly report for the file.

Police Chief Randall Floyd indicated that he will be utilizing temporary Radar Speed signs on loan from the county to put on the north and south sides of Main Street. He is hoping that this will slow down speeders on Main Street thru town.

FIRE REPORT: We received a written monthly report for the file.

Telford Fire Company President Jerry Guretse reported that the Department is working on compiling its annual report. Mr. Guretse also reported that the 2018 calendar of events is prepared and is in front of Council for their approval.

LIBRARY REPORT: No Report.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER’S REPORT: We received a written monthly report for the file.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: No report.

ENGINEER’S REPORT: We received a written monthly report for the file.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

COMMITTEE-OF-THE-WHOLE:

            Z-1       A Baker/Maxwell motion carried unanimously (6-0) designating Univest National Bank & Trust Company and Quakertown National Bank as depository for Borough funds and authorizing the Borough Manager to invest as he sees fit in the best interest of the Borough.

            Z-2       A Baker/Crouthamel motion carried unanimously (6-0) authorizing the Borough Manager to advertise the bids for goods and services, as needed during 2018.

            Z-3       A Baker/Taylor motion carried unanimously (6-0) Emiline Weiss to the Vacancy Board, term to expire 1/1/19; Jason Searock to the Planning Commission, term to expire 1/1/23; Daniel Wurst to the Pennridge Wastewater Treatment Authority, term to expire 1/1/23; David Landis to Telford Industrial Development Authority, term to expire 1/1/23; David Landis to the Recreation Board, term to expire 1/1/22; Robert Rahn to the Civil Service Commission, term to expire 1/1/21; Michael Kehrle to the Indian Valley Regional Appeals Board, term to expire 1/1/22.             Z-4       A Baker/Crouthamel motion carried unanimously (6-0) to reappoint Timoney Knox, LLP as Borough Solicitor.

            Z-5       A Baker/Arnott motion carried unanimously (6-0) to reappoint CKS Engineers, Inc. as Borough Engineer.

FINANCE AND ADMINISTRATIVE COMMITTEE:

            A-1       A Baker/Crouthamel motion carried unanimously (6-0) re-appointing Mark D. Fournier as Secretary for the Telford Borough Council for the year 2018.

            A-2       A Baker/Maxwell motion carried unanimously (6-0) re-appointing Craig E. Davies as Treasurer for the Telford Borough Council for the year 2018.

            A-3       A Baker/Taylor motion carried unanimously (6-0) signing the proclamation of the National School Choice Week as presented.

PLANNING AND ZONING COMMITTEE:

Manager Mark D. Fournier reported that we have two zoning hearing applications that are scheduled for January 11, 2018. The first one is for Moyer & Son Inc for a variance for a non-residential accessory structure and the second one is for Ms. Edith Adam for a variance to allow an addition on her existing family dwelling.

ENVIRONMENTAL COMMITTEE:

Manager Mark D. Fournier reported that we are investigating a possible grant for a wood chipper.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

PS-1     An Arnott/Crouthamel motion carried unanimously (6-0) approving the 2018 Calendar of Events for the Telford Fire Company.

DEVELOPMENT & CULTURE COMMITTEE:

Council member John Taylor reported that the tree lighting was very well attended.

OTHER BUSINESS: none

The meeting was adjourned at 8:10 pm by a Crouthamel/Schaeffer motion.
