Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by Vice-President Robert Baker with the following members in attendance: A. Miles Arnott, Carolyn Crouthamel, Stanley Nyce, James Schaeffer, Mayor David Snook and John Taylor. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Police Chief Randall Floyd, Jim Jacquette from Timoney Knox, Christopher Gerber, Esq., Recording Secretary Megan McShane, Tax Collector Emiline Weiss, Joanne Coppens from Souderton-Telford Main Streets, residents Mark Gehman and Lori Rappold, and a reporter. Jeffrey Maxwell and Solicitor Mark Weand were absent.

The invocation was given by Robert Baker, followed by the pledge of allegiance.

PUBLIC HEARING – ORDINANCE #413:

The Public Hearing opened at 7:32 pm and Ordinance #413, the Tax Levy Ordinance for 2018, was considered.

There were no comments from the audience and the Public Hearing was closed at 7:33 pm.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Nyce motion carried unanimously (6-0) approving the minutes of the November 6, 2017 Borough Council meeting.

TREASURER’S REPORT:

Manager Mark Fournier reported that the Borough has taken in approximately 92.72% of its revenues and has spent 86.41% of its expenditures.

Mr. Fournier informed Council that the cost for Workers Comp Insurance for the Borough will increase by 18% in 2018; we are currently $8,800 over budget in that category for 2017.

A Nyce/Schaeffer motion carried unanimously (6-0) approving the Treasurer’s Report for November, 2017.

MAYOR’S REPORT: We received a written monthly report for the file.

Mayor David Snook thanked everyone who attended the Mayor’s Dinner and said he hopes to repeat it again next year. It was a great dinner.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

Councilman John Taylor complimented the Public Works Department on the good job they did with the holiday decorations in the Borough. Councilman Miles Arnott thanked the Road Crew for the extra leaf pick-up.

MANAGER’S REPORT: We received a written monthly report for the file.

Mayor Snook inquired about the potential acquisition of 123 Telford Pike that was mentioned in the Manager’s written report. Mr. Fournier informed Mayor Snook and Council that this property is owned by Franconia Township and the Authority is looking into possibly purchasing it to merge an area of open space on the back of the property with our WWTF. The Authority is currently waiting for comments from the Franconia Township Zoning Officer on a proposed lot subdivision plan that our engineer prepared for this location.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We received a written monthly report for the file.

Jim Jacquette from Timoney Knox reported that there are no changes from last month’s Solicitor’s Report.

ENGINEER’S REPORT: We received a written monthly report for the file.

Mr. Fournier reported that the grand opening of the Wellness Center at the Lutheran Community will be on Tuesday, December 5th.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Baker

            A-1       A Baker/Crouthamel motion carried unanimously (6-0) adopting the 2018 Tax Levy Ordinance.

            A-2       A Nyce/Crouthamel motion carried unanimously (6-0) approving the 2018 Holiday Schedule.

            A-3       A Crouthamel/Nyce motion carried unanimously (6-0) appointing Jacqueline Fenstermacher as the Deputy Tax Director.

            A-4       A Baker/Schaeffer motion carried unanimously (6-0) approving the bills for the month of November, 2017 in the amount of $260,153.15.

PLANNING AND ZONING COMMITTEE: Nothing at this time.

ENVIRONMENTAL COMMITTEE: Nothing at this time.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Nothing at this time.

PUBLIC SAFETY COMMITTEE: Nothing at this time.

DEVELOPMENT & CULTURE COMMITTEE: Mr. Taylor

Councilman John Taylor reported that the Telford Borough Tree Lighting will be on Friday, December 8th at 7:00 pm. He added that the Souderton Tree Lighting and parade both went very well.

Joanne Coppens from Souderton-Telford Main Streets reported that there has been a lot of growth in both communities. This was the 15th year for the Indian Valley Farmers Market and there were more vendors at the market. Ms. Coppens informed Council that there will be new entertainment at the Telford Tree Lighting.

OTHER BUSINESS:

EXECUTIVE SESSION:

Telford Borough Council entered into Executive Session at 7:59 pm to discuss a matter of personnel.

Borough Council closed Executive Session at 8:56 pm.

An Arnott/Taylor motion carried unanimously (6-0) to suspend Sergeant David Bechtel for a period of fifteen eight-hour days without pay, which suspension shall be effected at the discretion of the Chief of Police within the year 2018, and to demote Sergeant Bechtel to the rank of Patrol Officer, which demotion shall become effective immediately. The pay rate for David Bechtel will be adjusted back to the full-time Patrol Officer rate effective December 7, 2017.

The meeting was adjourned at 9:05 pm by a Crouthamel/Arnott motion.
