Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by Vice-President Robert Baker with the following members in attendance: A. Miles Arnott, Carolyn Crouthamel, Stanley Nyce, James Schaeffer, Mayor David Snook and John Taylor. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Police Chief Randall Floyd, Sergeant David Bechtel, Officer Samantha Lehman, Officer Benjamin Brunner, Officer Tori Adams, Officer Edward Radlow, Officer Ryan Kochersperger, Upper Southampton Township Police Chief Ronald MacPherson, Recording Secretary Megan McShane, Tax Collector Emiline Weiss, Donna Floyd, families of Tori Adams & Edward Radlow, resident Lori Rappold and a reporter. Jeffrey Maxwell was absent.

The invocation was given by Robert Baker, followed by the pledge of allegiance.

SWEARING IN OF NEW PART-TIME POLICE OFFICERS:

Mayor David Snook swore Edward Radlow and Tori Adams in as new part-time police officers for Telford Borough. Everyone welcomed Edward and Tori to the Borough.

PRESENTATION OF ACCREDITATION TO POLICE DEPARTMENT:

Chief Ronald MacPherson from the Upper Southampton Township Police Department, on behalf of the Pennsylvania Law Enforcement Accreditation Commission, presented Chief Randall Floyd with Telford Borough Police Department’s Accreditation. Chief MacPherson informed Council that only 10% of the 1,200 police departments in Pennsylvania are accredited, so this is quite an accomplishment for the Telford Borough Police Department.

AWARD PRESENTATIONS:

Chief Randall Floyd presented Sergeant David Bechtel with a perfect attendance award for the year 2016. Sergeant Bechtel also received the Employee of the Year Award, and recently completed his probationary period for Patrol Sergeant.

Chief Floyd also presented Sergeant Bechtel and Franconia Township Officer Ryan Kochersperger with commendations for their response and assistance to Souderton PD with a domestic dispute call involving a suspect threatening his wife with an AR-15 rifle on December 31, 2016. Officer Kochersperger was a part-time officer for Telford Borough at the time of the call.

Chief Floyd informed Council that the Telford Borough Police Department was pleased to be presented with the Peter A. Wichete award from the Telford Fire Company at their annual banquet. Telford Borough Council was also the recipient of the Peter A. Wichete award and Vice-President Robert Baker accepted the award on Council’s behalf at the banquet.

Mr. Baker told Chief Floyd that Council is very proud of him for all of the work he did on the accreditation.

MINUTES OF PREVIOUS MEETING:

A Crouthamel/Nyce motion carried unanimously (6-0) approving the minutes of the March 6, 2017 Borough Council meeting.

TREASURER’S REPORT:

Manager Mark Fournier reported that the Borough has taken in 44.1% of its revenues and has spent 17.59% of its expenditures. He added that the Borough has already received $814,840.01 in property taxes for this year.

A Crouthamel/Taylor motion carried unanimously (6-0) approving the Treasurer’s Report for March, 2017.

MAYOR’S REPORT: We received a written monthly report for the file.

Mayor David Snook reported that he went to the Telford Fire Company banquet and their monthly department meeting. He encouraged Council members to go to the Fire Company meetings and to also stop in from time to time at the Borough & Police Department offices, the Public Works Garage and WWTF.

POLICE REPORT: We received a written monthly report and the annual report for the file.

Chief Floyd thanked the Public Works Department for a job well done on the lobby; he appreciates the work that they did and added that the Police Department has received several compliments on it.

Chief Floyd informed Council that Officer Popiny has returned to work; he had to re-qualify and complete training but he is now back out on patrol. He had 3 arrests on his first patrol shift back.

Chief Floyd reported that the Police Department received a PCCD (Pennsylvania Commission on Crime and Delinquency) grant through Montgomery County to purchase the Power DMS program for documentation and training for the Department’s Accreditation. In addition, as part of the same grant, the Department will receive $1,500 to fund a surveillance camera for the evidence cage.

FIRE REPORT: We received a written monthly report for the file.

LIBRARY REPORT: We received a written monthly report for the file.

PUBLIC WORKS REPORT: We received a written monthly report for the file.

MANAGER’S REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that the Borough just received word that we did not receive a grant for Phase III of the West Broad Street project, so Phases III and IV will not be done this construction season.

Mayor Snook asked when the centrifuge project will be finished at the WWTF. Mr. Fournier explained that the project will take approximately 4-6 months.

Councilwoman Carolyn Crouthamel asked for clarification of the Fred Crist Estate project. Mr. Fournier explained that Gerhart’s Landscaping, located at 4519 Old Bethlehem Pike, is formerly owned by the Estate of Fred Crist, and the business connected to Telford Borough Authority’s sanitary sewer system today.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We received a written monthly report for the file.

Solicitor Mark Weand informed Council that he submitted his opinion of the 2016 Audit to Styer Associates.

ENGINEER’S REPORT: We received a written monthly report for the file.

Mr. Fournier reported that the ADA Handicap Ramp project goes out to bid on PennBid on Wednesday, and is a 90-day contract project.

COMMENTS FROM AUDIENCE:

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Baker

            A-1       A Baker/Crouthamel motion carried unanimously (6-0) approving the bills for the month of March, 2017 in the amount of $360,901.70.

PLANNING AND ZONING COMMITTEE: Mr. Schaeffer

Ms. Crouthamel reported that the Multi-Regional Greenway & Stewardship Study was performed in Telford Borough, and someone from Montgomery County will come out to the Borough in the next few months to review their findings.

ENVIRONMENTAL COMMITTEE: Mr. Nyce

Councilman Stanley Nyce reported that the Northern Montgomery County Recycling Commission annual legislative luncheon will be on May 5, 2017.

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Nothing at this time.

PUBLIC SAFETY COMMITTEE: Mr. Arnott

PS-1     An Arnott/Nyce motion carried unanimously (6-0) approving the update to the Emergency Operations Plan, which simply revised the name of our Emergency Management Coordinator from Joe Rausch to Tom Pivnichny. 

Councilman Miles Arnott informed Council that the next Public Safety Committee meeting will be on Friday, April 7th at 9:00 am.

DEVELOPMENT & CULTURE COMMITTEE: Mr. Taylor

Councilman John Taylor reported that So You Think You Can Cook fundraising event was held at Generations on March 8th, and that a Lunch & Learn is scheduled for Wednesday, April 26th at Main Streets. Michelle Kane from Voice Matters, LLC will give a presentation called Social Media for Business – Current Trends.

OTHER BUSINESS:

Mr. Fournier reported that Partnership TMA is hosting their 5th annual Pedaling in the Parkway fundraiser on Saturday, April 29th at 10:00 am.

EXECUTIVE SESSION:

Borough Council entered into Executive Session at 8:14 pm to discuss a matter of potential litigation.

Borough Council closed Executive Session at 9:00 pm.

An Arnott/Schaeffer motion carried unanimously (6-0) authorizing Telford Borough to contribute $2-4,000 towards the Hall & Associates proposal and group strategy for resolving TMDL and MS4 permitting issues.

The meeting was adjourned at 9:01 pm by a Crouthamel/Nyce motion.
