The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by President Jeffrey Maxwell with the following members in attendance: Robert Baker, Carolyn Crouthamel, Stanley Nyce, Mayor David Snook and John Taylor. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Police Chief Randall Floyd, Telford Fire Company President Jerry Guretse, Recording Secretary Megan McShane, Miles Arnott, Thomas Pivnichny, Lori Rappold and a reporter. James Schaeffer was absent.
The invocation was given by Stanley Nyce, followed by the pledge of allegiance.
RESOLUTION TO FILL VACANCY IN ELECTED BOROUGH OFFICE:
A Baker/Nyce motion carried unanimously (6-0) adopting Resolution 17-01, which appoints A. Miles Arnott to the office of Telford Borough Council to serve until the first Monday in January, 2017. Mr. Arnott will fill the vacancy left by Councilman Allen Landis.
SWEARING IN OF NEW COUNCIL MEMBER:
Mayor David Snook swore Miles Arnott in as a new Councilman for Telford Borough. Everyone welcomed Miles to Council.
MINUTES OF PREVIOUS MEETING:
A Nyce/Crouthamel motion carried unanimously (7-0) approving the minutes of the December 5, 2016 Borough Council meeting.
MAYOR’S REPORT: We received a written monthly report for the file.
POLICE REPORT: We received a written monthly report for the file.
Mayor Snook asked about the status of Narcan in the Department. Chief Floyd informed the Mayor and Council that chiefs from other police departments are encouraging others to use it. Chief Floyd thinks it’s the prudent thing to do, but he wants to make sure that the implementation of Narcan into our Department is done right, and wants to make sure the officers are all properly trained on how to administer it.

Manager Mark Fournier informed Council that the Public Works Department took delivery of a new single-axle dump truck that was part of the 2016 Authority Budget.
On behalf of Souderton-Telford Main Streets, Councilman John Taylor thanked Gary Yoder for all of his work on the tree lighting; a great job was done, as usual.

Mayor David Snook asked for an update on the Keeler property. Mr. Fournier informed Council that Mr. Keeler has made small progress on the Penn Avenue property; there are zoning issues for this property, including the determination of the various uses, that still need to be addressed. Further, there are a few minor property maintenance issues that also must be addressed.
Councilman Stanley Nyce asked if anyone had any comment on this issue; Mr. Nyce stated that he doesn’t want to be unreasonable, but that it’s time to apply some pressure, since the violations aren’t being addressed.
After a lengthy discussion, Council directed Mr. Fournier to have Jesse Hill send the Keelers another letter delineating the violations at the Penn Avenue property, and to give them a deadline of March 6, 2017 to address/correct the violations.
ENGINEER’S REPORT: We received a written monthly report for the file.
Mr. Fournier informed Council that water and sewer has been installed behind the curbs at the Arlington Square development, and the base coat paving is finished.

Z-2 A Maxwell/Crouthamel motion carried unanimously (7-0) authorizing the Borough Manager to advertise for bids for goods and services, as needed during 2017.

A-1 A Crouthamel/Nyce motion carried unanimously (7-0) re-appointing Mark D. Fournier as Secretary for the Telford Borough Council for the year 2017.
A-2 A Crouthamel/Nyce motion carried unanimously (7-0) re-appointing Craig E. Davies as Treasurer for the Telford Borough Council for the year 2017.
PLANNING AND ZONING COMMITTEE: Mr. Maxwell
Mr. Fournier informed Council that the Borough received plans and issued building permits for 2 small single family homes that will be built on 2 lots located on North Hamilton Street across from Well #3.
Mayor Snook inquired about the Zoning Hearing Board, which is down 2 members, due to the passing of Harry Krapf, and Miles Arnott’s resignation, which allows Mr. Arnott to serve on Council without conflict. Mr. Fournier stated that the Borough will need to come up with 2 appointees for this Board who must be Borough residents.
