The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by Vice-President Jeffrey Maxwell with the following members in attendance: J. Allen Landis, Robert Baker, Carolyn Crouthamel, Stanley Nyce, James Schaeffer and Mayor David Snook. Also present were Manager Mark Fournier, Tax Collector Emiline Weiss, Solicitor Mark Weand, Telford Fire Company President Jerry Guretse, Recording Secretary Megan McShane, Indian Valley Public Library Director Margie Stern and representatives Victor Verbeke & Dr. Alex Grande, residents Miles Arnott, Lori Rappold, John & Donna Taylor and a reporter.

The invocation was given by Mayor David Snook, followed by the pledge of allegiance.

RESOLUTION TO FILL VACANCY IN ELECTED BOROUGH OFFICE:

A Crouthamel/Nyce motion carried unanimously (6-0) adopting Resolution 10-08, which appoints John A. Taylor to the office of Telford Borough Council to serve until the first Monday in January, 2017. Mr. Taylor will fill the vacancy left by Councilman Scott Hillegass.

SWEARING IN OF NEW COUNCIL MEMBER:

Mayor David Snook swore John Taylor in as a new Councilman for Telford Borough. Everyone welcomed John Taylor to Council.

MINUTES OF PREVIOUS MEETING:

A Nyce/Crouthamel motion carried unanimously (7-0) approving the minutes of the October 3, 2016 Borough Council meeting with one correction: J. Allen Landis was absent from the meeting.

TREASURER’S REPORT:

Manager Mark Fournier reported that the Borough has taken in 95.32% of its revenues, and spent 81.32% of its expenditures.

The Borough is currently over budget on the revenue side in the Local Services Tax category by $7,942.84; we estimate that the Borough will take in a total of $62,000 in Local Services Tax for 2016. The Borough also anticipates that we will be over budget in the Earned Income Tax category for the year 2016.

The Borough expects to receive approximately $15,000 less than budgeted in the Building Permits category for the year 2016, due to the delay in the start of construction at Arlington Square.

A Landis/Crouthamel motion carried unanimously (7-0) approving the Treasurer’s Report for October, 2016.

MAYOR’S REPORT: We received a written monthly report for the file.

POLICE REPORT: We received a written monthly report for the file.

FIRE REPORT: We received a written monthly report for the file.

Manager Mark Fournier reported that the Fire Company held another good breakfast and it was well attended, serving several hundred people.

 LIBRARY REPORT: We received a written monthly report for the file.

Victor Verbeke from the Indian Valley Public Library Board introduced the new Director, Margie Stern, and stated that Ms. Stern is the former President of the Pennsylvania Library Association, and has started the IVPL’s first ever strategic plan. Council welcomed Margie Stern to the Borough and to the community.

Ms. Stern thanked Council and stated that she is thrilled to be part of the Indian Valley Public Library; she added that IVPL has a very active board and a good staff and group of volunteers.

Alex Grande from the IVPL Board reported that a Strategic Plan Committee has been formed, and currently has 23 Committee members. The Committee will look for Board approval on the strategic plan in December or January.

 PUBLIC WORKS REPORT: We received a written monthly report for the file.

Mr. Fournier reported that leaf collection is now taking place throughout the Borough. The schedule is in the lobby at Borough Hall and on the Borough website.

MANAGER’S REPORT: We received a written monthly report for the file.

Mr. Fournier reported that the Arlington Square development is moving along; water taps will be installed in the next few weeks. He added that a pre-construction meeting was held for the Rockhill Mini Storage expansion project.

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

SOLICITOR’S REPORT: We received a written monthly report for the file.

ENGINEER’S REPORT: We received a written monthly report for the file.

Construction is ongoing with the Lutheran Home, Phase II Project; the parking lot and the foundation for the building are under construction.

COMMENTS FROM AUDIENCE:

Manager Mark Fournier introduced Miles Arnott, who may be appointed to Council in the new year, as J. Allen Landis has announced that his retirement from the Borough Council is forthcoming; he is moving out of Telford Borough.

COMMITTEE-OF-THE-WHOLE:

Z-1       A Crouthamel/Schaeffer motion carried unanimously (7-0) authorizing a re-organization of Council.

Z-2       A Crouthamel/Landis motion carried unanimously (7-0) appointing Jeffrey Maxwell as President, Robert Baker as Vice-President and James Schaeffer as President Protempore, through the end of 2017.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Landis

            A-1       2017 Budget Presentation

            Manager Mark Fournier presented the proposed 2017 Budget, which does not include a tax increase.  The proposal for an additional full-time officer was considered by the Finance & Administrative     Committee, but is not included. Five part-time officer positions are included, with the starting hourly wage for part-time officers to be increased by $1.00 to $18.00 per hour, and raised an additional $1.00 to $19.00 per hour after 6 months.

A Landis/Baker motion carried unanimously (7-0) approving the 2017 Budget.

            A-2       A Landis/Crouthamel motion carried unanimously (7-0) approving the bills for the month of October, 2016 in the amount of $433,828.57.

            A-3       A Landis/Crouthamel motion carried unanimously (7-0) appointing Scott Little to the Telford Industrial Development Authority Board.

PLANNING AND ZONING COMMITTEE: Mr. Maxwell

ENVIRONMENTAL COMMITTEE: Mr. Nyce

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Ms. Crouthamel

PW-1    A Crouthamel/Schaeffer motion carried unanimously (7-0) accepting Joseph Rausch’s resignation from the Emergency Management Coordinator position with regret and best wishes.

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

            PS-1     A Schaeffer/Baker motion carried unanimously (7-0) conditionally approving Benjamin Brunner as a part-time police officer pending his completion of a complete and satisfactory background check and physical/psychological evaluation. Further, he is hired at a rate of $18.00 per hour for the first six months of his training, then will be moved to $19.00 per hour for his part-time work.

DEVELOPMENT & CULTURE COMMITTEE: Mr. Nyce

DC-1     The Montgomery County Borough’s Association Dinner is tentatively scheduled for Thursday, December 1, 2016. A venue has not been confirmed.

DC-2     The Souderton Holiday Parade will be held on Saturday, December 3, 2016.

DC-3     The Mayor’s Dinner will be on Sunday, December 4, 2016 at the Indian Valley Country Club.

DC-4     The Telford Tree Lighting will be on Friday, December 9, 2016 at 7:00 pm.

 

OTHER BUSINESS:

 Manager Mark Fournier referenced a handout that was distributed in the packet from The Partnership TMA. PTMA will pay for a one-time Uber ride (up to $15) to new Uber users when they use the code “PTMA” between now and December 31, 2016.
