The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President J. Allen Landis with the following members in attendance: Robert Baker, Carolyn Crouthamel, Scott Hillegass, Stanley Nyce and James Schaeffer. Also present were Manager Mark Fournier, Solicitor Mark Weand, Public Works Director Gary Yoder, Recording Secretary Megan McShane, Police Chief Randall Floyd, Tax Collector Emiline Weiss, Telford Fire Company President Jerry Guretse and residents Mr. Kratz and Lori Rappold. Jeffrey Maxwell and Mayor David Snook were absent.

 

The invocation was given by Robert Baker, followed by the pledge of allegiance.

 

MINUTES OF PREVIOUS MEETING:

 

A Crouthamel/Schaeffer motion carried unanimously (6-0) approving the minutes of the June 2, 2014 Borough Council meeting.

 

TREASURER'S REPORT:

 

Manager Mark Fournier reported that we’ve taken in 59.62% of our revenues and have spent about 40.23% of our expenditures.

A Hillegass/Nyce motion carried unanimously (6-0) approving the Treasurer’s Report for June 2014.

 

MAYOR’S REPORT: There was no report for this month.

 

POLICE REPORT: We received a written monthly report for the file.

 

Police Chief Randall Floyd requested that Council pass a Resolution Supporting Local Use of Radar by local municipal police departments. Pennsylvania is currently the only state in the nation that does not permit the use of radar for speed enforcement by local municipal police.

 

A Baker/Crouthamel motion carried unanimously (6-0) passing the Resolution to support local use of radar.

 

Chief Floyd was pleased to report that the Police Department received a $20,000 grant from the Montgomery County District Attorney’s office. These funds must be used for equipment that has a direct link to drug investigations.

 

FIRE REPORT: We received a written monthly report for the file.

 

Telford Fire Company President Jerry Guretse reported that the BBQ Chicken Dinner will be held this Saturday, July 12th at the Fire Company, where they will take drive-thru orders only. Tickets are on sale now for $9.00 and there are some available at the Borough office.

 

LIBRARY REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier reported that the Indian Valley Beer Fest will be held at the Library on Saturday, July 26th from 5:00 pm to 8:00 pm. This fundraising event will benefit the Indian Valley Public Library and the Lutheran Community at Telford.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

MANAGER’S REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier reported that a pre-construction meeting was held for the Telford Municipal Park project, and that the staff has begun purchasing the equipment for this project.

 

Mr. Fournier also informed Council that Met Pro has submitted Land Development plans for a parking lot expansion project.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

Solicitor Mark Weand reported that the Zoning Hearing Board received an application from Prospect Acquisitions, LP for a Special Exception and Zoning Variance pertaining to a proposed townhouse development on Third Street.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier reported that the DCED grant application was submitted for the West Broad Street paving project.

 

COMMENTS FROM AUDIENCE:

 

Resident Mr. Kratz from Crestview Avenue asked about the proposed development of 38 townhouses. Manager Fournier and Solicitor Weand gave an overview of the proposed W.B. Homes development.

 

Chief Floyd asked if the proposed development would have a homeowner association, and Solicitor Weand replied that yes, it would.

 

Mr. Kratz also asked about the Rogers zoning application, and Solicitor Weand gave an update on that zoning matter.

 

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

 

A-1       A Hillegass/Crouthamel motion carried unanimously (6-0) approving the bills for the month of June in the amount of $259,797.10.

 

A-2       A Hillegass/Schaeffer motion carried unanimously (6-0) authorizing the signature of the Deed of Conservation Easement and Declaration of Restrictive Covenants, which is required by Telford Borough as part of the Bucks County Municipal Open Space Program. The document ensures that this particular land will always be used for a park.

 

PLANNING AND ZONING COMMITTEE: Mr. Maxwell

 

PZ-1     A Baker/Crouthamel motion carried unanimously (6-0) adopting Ordinance # 401, which adopts the 2014 Code of Ordinances.

 

PZ-2     A Baker/Hillegass motion carried unanimously (6-0) adopting the accompanying Fee Resolution as part of the 2014 Code of Ordinances.

 

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 

PUBLIC SAFETY COMMITTEE: There was nothing to report at this time.

 

DEVELOPMENT & CULTURE COMMITTEE: There was nothing to report at this time.

 

OTHER BUSINESS:

 

EXECUTIVE SESSION:

 

Borough Council entered into Executive Session at 8:13 pm to discuss personnel matters.

 

Borough Council closed Executive Session at 8:35 pm.

 

A Crouthamel/Nyce motion carried unanimously (6-0) approving the hiring of Ryan Kochersperger at the starting rate of $17.00/hour, with a salary increase to $18.00/hour after the completion of six months, contingent on passing the physical and psychological examinations as well as a complete background investigation.

 

The meeting was adjourned at 8:40 pm by a Nyce/Crouthamel motion.
