The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President J. Allen Landis with the following members in attendance: Carolyn Crouthamel, Robert Baker, Scott Hillegass, Stanley Nyce, James Schaeffer and Mayor David Snook. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Recording Secretary Diane Windfelder, Police Chief Randall Floyd, President of the Fire Company Jerry Gureste, Tax Collector Emiline Weiss, and a press reporter. Jeffrey Maxwell was absent.

 

The invocation was given by Mayor Snook, followed by the pledge of allegiance.

 

MINUTES OF PREVIOUS MEETING:

 

A Hillegass/Shaeffer motion carried unanimously (5-0) approving the minutes of the January 6, 2014 Borough Council meeting.

 

Stanley Nyce arrived at 7:32 p.m.

 

TREASURER'S REPORT: We received the written monthly reports for December, 2013 and January, 2014 for the file.

 

A Hillegass/Crouthamel motion carried unanimously (6-0) approving the Treasurer’s Reports for December, 2013 and January, 2014.

 

MAYOR’S REPORT: We received a written monthly report for the file.

 

POLICE REPORT: We received a written monthly report for the file.

 

FIRE REPORT: We received a written monthly report for the file.

 

Jerry Guretse reported that their banquet will be held on March 15, and requested that Council attend. Mr. Guretse also reported that residents need to make sure that all fire hydrants are dug out in case of a fire emergency.  

 

LIBRARY REPORT: We received a written monthly report for the file.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

MANAGER’S REPORT: We received a written monthly report for the file.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

COMMENTS FROM AUDIENCE:

 

Council member James Schaeffer wanted to thank the Public Works Department for all their hard work and dedication in plowing the roads during all the snow storms.

 

FINANCE AND ADMINISTRATIVE COMMITTEE:

 

A-1       Payment of bills for the month of December, 2013 in the amount of $261,979.81 and for the month of January, 2014 in the amount of $244,643.92.

            A Hillegass/Crouthamel motion carried unanimously (6-0) approving the bills for the month of December in the amount of $261,979.81 and for the month of January in the amount of $244,643.92.

 

A-2       PSAB Conference – April 6-9, 2014 – The Penn Stater, State College:

 

            Manager Mark D. Fournier reported to Borough Council as a reminder to get your registration in if you would like to attend this conference.

 

            Council member Carolyn Crouthamel reported that she will have 20 years of service with the Telford Borough Council this year.

 

PLANNING AND ZONING COMMITTEE: Manager Mark D. Fournier reported that he received the draft codification and will need to set up a meeting with the committee to review the information and make the necessary changes that they require.

 

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

 

PS-1     Civil Service Commission Resignation – W. Kenneth Bishop

 

A Schaeffer/Nyce motion carried unanimously (6-0) approving the resignation of W. Kenneth Bishop from the Civil Service Commission and thanking him for his service.

 

PS -2    Civil Service Commission Appointment – Douglas Bickel

A Schaeffer/Crouthamel motion carried unanimously (6-0) appointing Douglas Bickel to the Civil Service Commission.

 

PS-3     ARLE Grant Announcement:

 

Manager Mark D. Fournier reported that we will be getting new LED traffic signals and controllers for Main Street and Church Road, and Main Street and Reliance Road. This grant from PennDOT totaled $183,560 and we will begin to work on this in the next several months.

 

DEVELOPMENT & CULTURE COMMITTEE: There was nothing to report at this time.

 

OTHER BUSINESS: None

 

EXECUTIVE SESSION:

 

Borough Council entered into Executive Session at 8:24 pm to discuss a matter of litigation, personnel and real estate.

 

Borough Council closed executive session at 8:44 pm.

 

A Hillegass/Crouthamel motion carried unanimously (6-0) authorizing the signatures for the lease agreement for the freight house to Salon Sarai, owner Rebecca Kolb. This lease is a three year lease beginning at $750.00 per month.

 

The meeting was adjourned at 8:45 pm by a Hillegass/Crouthamel motion.
