The Telford Borough Council meeting held this date was called to order at 7:32 p.m. by President Carolyn Crouthamel with the following members in attendance: Robert Baker, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell, James Schaeffer and Mayor Jay Stover. Also present were Solicitor Mark Weand, Police Chief Randall Floyd, Jerry Guretse from the Telford Fire Company, Recording Secretary Megan McShane, residents Lori Rappold and David Snook, and a press reporter. Borough Manager Mark Fournier was absent.

 

The invocation was given by Carolyn Crouthamel, followed by the pledge of allegiance.

 

MINUTES OF PREVIOUS MEETING:

 

A Baker/Maxwell motion carried unanimously (6-0) approving the minutes of the September 3, 2013 Borough Council meeting.

 

TREASURER’S REPORT: We received the written monthly report for September, 2013 for the file.

 

A Hillegass/Landis motion carried unanimously (6-0) approving the Treasurer’s Report.

 

MAYOR’S REPORT:

 

Mayor Jay Stover reported that he attended the September Council meeting and the Library Board meeting. He also attended the Grand Opening at Franconia Avenue Park and will attend Octoberfest on October 19, 2013, which is being held by Souderton-Telford Main Streets.

 

POLICE REPORT: We received a written monthly report for the file.

 

Chief Randall Floyd told Council that the Police Department celebrated Gladys Gradel’s 30 years of service with a breakfast and presented her with a plaque. Officers from the department, Borough staff, members of surrounding police departments and a few family members of Glady’s were in attendance.

 

Councilman Stanley Nyce arrived at the meeting at 7:41 pm.


FIRE REPORT: We received a written monthly report for the file.

 

Jerry Guretse told Council that he wanted to thank Gary Yoder for the handicap ramp and curbing work that the Public Works Crew did near the fire house.

 

He then informed Council that the Fire Company is selling their tanker and engine, and will be purchasing a 2005 rescue pumper. This will bring the Fire Company’s inventory to one less piece of apparatus but, with the good hydrants that are available, they feel there is no need for a tanker.

 

Mr. Guretse also reported that it is Fire Prevention Week this week, and that there will be an Open House at the fire house on October 13th.

 

LIBRARY REPORT: We received a written monthly report for the file.

 

Mayor Stover reported that $5,500 was raised at the Brews for Beers fundraising event for the Library.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

MANAGER’S REPORT: We received a written monthly report for the file.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

Solicitor Weand reported that the Engineer received word that our DCNR Grant Application for the Telford Municipal Park Project is a strong application and is currently being reviewed by senior staff. We should receive notification of their decision sometime in November.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

COMMENTS FROM AUDIENCE: There were no comments from the audience.

 

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

 

A-1       A Hillegass/Nyce motion carried unanimously (7-0) accepting the payment of the bills for the month of September, 2013 in the amount of $ 182,820.39.

 

A-2       A Hillegass/Schaeffer motion carried unanimously (7-0) approving the Rate Stabilization Fund Policy by Delaware Valley Health Insurance Trust.

 

A-3       A Hillegass/Maxwell motion carried unanimously (7-0) accepting David Snook’s letter of resignation from the Zoning Hearing Board. Mr. Snook does not want there to be a conflict of interest since he will be running for Mayor.

 

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

 

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 

PUBLIC SAFETY COMMITTEE: There was nothing to report at this time.

 

DEVELOPMENT & CULTURE COMMITTEE: There was nothing to report at this time.

 

OTHER BUSINESS:

 

The December Council meeting will be held on Monday, December 9th, instead of the first Monday of the month.

 

The Mayor’s Dinner will be held on Sunday, December 1st at the Indian Valley Country Club.

 

EXECUTIVE SESSION: There was no Executive Session.

 

The meeting was adjourned at 8:14 pm by a Hillegass/Landis motion.
