Telford Borough is located in southeastern Pennsylvania, approximately 40 miles northwest of Philadelphia.

The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President Carolyn Crouthamel with the following members in attendance: Robert Baker, J. Allen Landis, Jeffrey Maxwell, James Schaeffer and Mayor Jay Stover. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, Richard O’Brien and Jim Ennis from Keystone Municipal Services, resident Dave Abecunas, and a press reporter. Stanley Nyce arrived at 7:50 pm. Jeffrey Maxwell left the meeting at 8:30 pm. Scott Hillegass was absent.

 

The invocation was given by Robert Baker, followed by the pledge of allegiance.

 

MINUTES OF PREVIOUS MEETING:

 

A Landis/Maxwell motion carried unanimously (5-0) approving the minutes of the February 4, 2013 Borough Council meeting.

 

TREASURER’S REPORT: We received the written monthly report for February, 2013 for the file.

 

Manager Mark Fournier reported that we’ve taken in 13.2% of our revenues and have spent about 14.9% of our expenditures.

 

A Baker/Schaeffer motion carried unanimously (5-0) approving the Treasurer’s Report.

 

MAYOR’S REPORT:

 

Mayor Stover reported that he attended the February Council meeting and the Library Board meeting, and he assisted the Ladies Auxiliary with making hoagies for the Fire Company hoagie sale.

 

POLICE REPORT: We received a written monthly report for the file.

 

Police Chief Randall Floyd informed Council that an annual report for the department was distributed in their packet, rather than just a monthly report. J. Allen Landis commented that it was a very impressive report.

 

FIRE REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier reported that both the monthly and the annual reports were in this month’s Council packet. The Fire Company presented a copy of their annual report to Council at the February meeting.

 

LIBRARY REPORT: We received a written monthly report for the file.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

Public Works Director Gary Yoder reported that he met with Souderton and Lansdale Boroughs to discuss the Founders Day event being held in Lansdale Borough on August 24, 2013. The Boroughs are trying to arrange for a passenger train to go from Lansdale Borough to Telford Borough, where the Farmers Market will be taking place that day. This is in the preliminary planning stages.

 

The 2013 Montgomery County Public Works Show has been re-scheduled to March 13, 2013.

MANAGER’S REPORT: We received a written monthly report for the file.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

Solicitor Mark Weand reported that the contractor for Indian Ridge Provisions contacted Manager Fournier, stating that he wants to get started on the project, but Mr. Fournier explained that the Borough is still waiting for Indian Ridge to execute their Agreements before any work can begin.

 

Solicitor Weand also informed Council that Rock Community Church, who owns 114 W. Broad Street, has applied for a tax exemption for that property. They will appear before the Montgomery County Board of Assessment on March 19, 2013.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier reported that the Borough just received notice today that we did not receive the Automated Red Light Enforcement (ARLE) funding that we applied for. This grant application was for traffic signal improvements.

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

 

A-1       A Landis/Maxwell motion carried unanimously (6-0) accepting the payment of the bills for the month of February, 2013 in the amount of $ 187,546.93.

 

A-2       A Landis/Nyce motion carried unanimously (6-0) approving the sale of the 1989 dump truck to Doug Pannepacker of Green Lane, PA for $10,600.00.

 

DEVELOPMENT & CULTURE COMMITTEE: There was nothing to report at this time.

 

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

 

PZ-1     A Maxwell/Baker motion carried unanimously (6-0) authorizing the advertising of Ordinance # 396: An ordinance amending the zoning ordinance and zoning map of Telford Borough, Bucks County and Montgomery County, Pennsylvania by changing Section 1302.B [Conditional Use] of Part XIII [C-1 Commercial], including IR8 uses as permitted by Conditional Use within the C-1 Commercial zoning district; and by changing the zoning classification of certain tracts of land located in Telford Borough to the C-1 Commercial zoning district.

 

PZ-2     A Maxwell/Baker motion carried unanimously (6-0) authorizing the advertising of Ordinance # 397: An ordinance amending the zoning ordinance of Telford Borough, Bucks County and Montgomery County, Pennsylvania by changing Section 415.B.7 [IR7. Municipal Use] of Part IV [Use Regulations], exempting municipal uses from certain requirements, regulations, and standards of the zoning ordinance.

 

PZ-3     A Maxwell/Schaeffer motion carried unanimously (6-0) authorizing the advertising of Ordinance # 398: An ordinance amending the zoning ordinance of Telford Borough, Bucks County and Montgomery County, Pennsylvania by changing various sections of Part VI [Signs], to permit information media display (IMD) in the C-1 Commercial zoning district, subject to certain conditions.

 

Jim Ennis and Richard O’Brien from Keystone Municipal Services gave a detailed presentation of these ordinances to Council, and provided Council with a checklist of guidelines that they can refer to during their conditional use hearing. The Planning & Zoning Committee reviewed ordinances of other communities as they worked on these 3 new ordinances with Keystone Municipal Services.

 

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 

PUBLIC SAFETY COMMITTEE: There was nothing to report at this time.

 

OTHER BUSINESS:

 

Police Chief Randall Floyd reported that he copied a letter for Council that he sent to Mr. Ned Katuran, the owner of Cheers & Beers, thanking Mr. Katuran for allowing the Police Department to use his sign to notify the Borough of the snow emergency last month.

 

Chief Floyd asked the Planning & Zoning Committee if the Amber Alert referenced in Ordinance # 398 would be the regional Amber Alert, or only Amber Alerts that may be issued in Telford. The Committee replied that the owner of the sign must register with Amber Alert through AlertPA, so it would apply to all regional Amber Alerts.

 

Chief Floyd also asked if the hours of operation (7:00 am to 10:00 pm) listed in Ordinance # 398 would exclude Amber Alerts, and the Committee confirmed that the time restrictions for the signs would not apply to Amber Alerts.

 

Manager Mark Fournier reported that he and Craig Davies are working out the details to purchase a new dump truck for the Public Works department. Mr. Davies contacted QNB about financing, and they have a much lower interest rate than Ford Motor Company. The amount of the purchase price has been cleared with the auditors and was approved in the 2013 budget. Once all of the details are finalized, Manager Fournier will contact the Public Works/Buildings & Plant Committee for approval.

 

Manager Mark Fournier then gave a presentation on the proposed improvements to Telford Municipal Park, which included a sketch prepared by CKS Engineers that shows all of the proposed amenities for this Park. Mr. Fournier informed Council that the Borough is applying for grants from DCNR and Bucks County, as well as the Telford Industrial Development Authority (TIDA). TIDA has already awarded the Borough $15,000 towards the engineering and design of the park.

 

EXECUTIVE SESSION:

 

There was no executive session.
