The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President Carolyn Crouthamel with the following members in attendance: Robert Baker, Scott Hillegass, J. Allen Landis, Jeffrey Maxwell, Stanley Nyce, James Schaeffer and Mayor Jay Stover. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, Sergeant James Minninger, Officer David Bechtel, Officer Jeremy Kim, Telford VFW Adjutant Donald Beck, Telford Fire Company representatives Dave Abecunas, Jason Bealer and Jerry Guretse, and a press reporter.

 

The invocation was given by Carolyn Crouthamel, followed by the pledge of allegiance.

 

TELFORD VFW POST 5308 DONATION PRESENTATION:

 

As a result of new game of chance legislation that was passed, Donald Beck, Adjutant for Telford VFW Post 5308, presented 2 checks on behalf of Post 5308 – one to Team 67 in the amount of $2,000, and one to the Telford Borough Police Department in the amount of $1,000. Sergeant Minninger thanked Mr. Beck on behalf of Team 67 and informed Council that there will be 4 drivers/cars participating in the Soap Box Derby this year. Proceeds of the Derby will go to Keystone Wounded Warriors.

 

Jeffrey Maxwell asked Sergeant Minninger who builds the cars, and Sergeant Minninger informed Mr. Maxwell that the kids and the officers build them.

 

Chief Floyd thanked Mr. Beck on behalf of the Police Department. The funds from the check will be designated for a community related group or project, not supplies for the Department.

 

MINUTES OF PREVIOUS MEETING:

 

A Hillegass/Landis motion carried unanimously (7-0) approving the minutes of the January 7, 2013 Borough Council meeting.

 

TREASURER’S REPORT: We received the written monthly reports for December, 2012 and January, 2013 for the file.

 

Manager Mark Fournier reported that the Borough took in 97.5% of its revenues and spent 93.7% of its expenditures, for the year 2012. 2012 was a good year, and the Borough finished the year with a $67,000 surplus. $45,000 was budgeted last year to purchase a dump truck, but that money was carried over to the 2013 budget and a dump truck will be leased this year.

 

A Nyce/Hillegass motion carried unanimously (7-0) approving the Treasurer’s Reports.

 

A Baker/Schaeffer motion carried unanimously (7-0) authorizing the signing of the Designation of Agent Resolution, which authorizes Finance Director Craig Davies to sign all forms and documents for the purpose of obtaining financial assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act on behalf of Telford Borough, in Manager Mark Fournier’s absence.

 

MAYOR’S REPORT:

 

Mayor Stover reported that he attended the January Council meeting, the Library Board meeting, and the retirement dinner for Donald Beck.

 

POLICE REPORT: We received a written monthly report for the file.

 

Chief Floyd commended the officers for their involvement with the Soap Box Derby, and encouraged Council to come to the event. Mayor Stover informed Council that he attended last year’s Derby and also encouraged people to attend.

 

Chief Floyd informed Council that outside training has become expensive so he works to incorporate training into everyday tasks without spending a lot of money.

 

FIRE REPORT: We received a written monthly report for the file.

 

Jerry Guretse presented Council President Carolyn Crouthamel with the Fire Company’s annual report for the year 2012. Mr. Guretse informed Council that there is now a link to Amazon.com on the Fire Company’s website, and if people visit the Fire Company website, then click on the link to Amazon.com and make a purchase, a percentage of that retail sale will go to the Fire Company.

 

LIBRARY REPORT: We received a written monthly report for the file.

 

Mayor Stover reported that Congressman Fitzpatrick was at the Library on Wednesday, January 9th for a Town Hall meeting, and that the Congressman’s staff will have an office there every Saturday. Robert Baker reported that he attended the Town Hall and that the Congressman did a fine job; he added that the Congressman stated that he plans to be at the Library often.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

Public Works Director Gary Yoder informed Council that the public works crew finished the drop ceiling at the Community Building and that they did a very good job. Council President Carolyn Crouthamel complimented the road crew on the job that they did clearing the roads during the last snow fall.

 

MANAGER’S REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier informed Council that the 2013 Montgomery County Public Works Show is being hosted by George’s Tool Rental and will be held at the Telford Borough Public Works Garage on Wednesday, March 6th. Several hundred public works employees from area municipalities will be in attendance.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

COMMENTS FROM AUDIENCE:

 

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

 

A-1       A Hillegass/Maxwell motion carried unanimously (7-0) accepting the payment of the bills for the month of December, 2012 in the amount of $ 241,061.75 and payment of bills for the month of January, 2013 in the amount of $ 245,108.97.

 

 

DEVELOPMENT & CULTURE COMMITTEE: There was nothing to report at this time.

 

 

PLANNING AND ZONING COMMITTEE: There was nothing to report at this time.

 

 

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

 

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: There was nothing to report at this time.

 

 

PUBLIC SAFETY COMMITTEE: Mr. Schaeffer

 

PS-1     A Schaeffer/Hillegass motion carried unanimously (7-0) approving the 2013 Calendar of Events for the Telford Fire Company.

 

 

OTHER BUSINESS:

 

Borough Resident Dave Abecunas of 53 Hilltop Circle addressed Council regarding the surface of Hilltop Circle, which received oil & chip treatment last summer. Mr. Abecunas informed Council that there is not a lot of car traffic back in the cul-de-sac, and that the surface is loose, cracked and has holes in it; he gave the Council a set of color photographs showing some problem areas.

 

Mr. Abecunas stated that the cul-de-sac does not have sidewalks, and that he has a neighbor with a special needs child, and the child has difficulty walking on this surface. Mr. Abecunas said that he did call and speak to Mr. Fournier about this issue and asked Council if they could look into the matter. Ms. Crouthamel told Mr. Abecunas that Public Works Director Gary Yoder will look into it.

 

Scott Hillegass informed Council that there will be a luncheon for Pam Coleman at the Village Centre Office Suites in Souderton on Saturday, February 16th at 11:30 am.

 

 

EXECUTIVE SESSION:

 

Borough Council entered into Executive Session at 8:09 pm to discuss a matter of litigation and personnel matters.

 

Borough Council closed executive session at 9:29 pm. No action was taken.

 

The meeting was adjourned at 9:30 pm by a Hillegass/Landis motion.
