The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by President Carolyn Crouthamel with the following members in attendance: Robert Baker, Scott Hillegass, J. Allen Landis, James Schaeffer and Mayor Jay Stover. Also present were Manager Mark Fournier, Public Works Director Donald Beck, Parks Foreman Gary Yoder, Solicitor Mark Weand, Recording Secretary Megan McShane, Police Chief Randall Floyd, Tax Collector Emiline Weiss and a press reporter. Jeffrey Maxwell and Stanley Nyce were absent.

 

The invocation was given by Carolyn Crouthamel, followed by the pledge of allegiance.

 

PUBLIC HEARING:

 

Council President Carolyn Crouthamel announced that there would be Public Hearings to discuss and consider comments concerning 2 ordinances.

 

The first Public Hearing opened at 7:33 pm to discuss Ordinance # 394, which is the Tax Levy Ordinance for 2013. There were no comments from the audience and the Public Hearing was closed at 7:34 pm with a Landis/Hillegass motion.

 

The next Public Hearing opened at 7:34 pm to discuss Ordinance # 395, which approves penalty, interest and fee schedule for collection of delinquent real estate taxes for Montgomery County. Mr. Hillegass asked about the tax collection for Bucks County, and Manager Mark Fournier informed Mr. Hillegass and Council that there were no changes to Bucks County at this time. There were no other comments and the Public Hearing was closed at 7:37 pm with a Hillegass/Baker motion.

 

MINUTES OF PREVIOUS MEETING:

 

A Hillegass/Baker motion carried unanimously (5-0) approving the minutes of the November 5, 2012 Borough Council meeting.

 

TREASURER'S REPORT: We received the written monthly report for November, 2012 for the file.

 

Manager Mark Fournier reported that we’ve taken in 86.5% of our revenues and have spent about 84.4% of our expenditures.

 

A Landis/Schaeffer motion carried unanimously (5-0) approving the Treasurer’s Report.

 

MAYOR’S REPORT:

 

Mayor Stover reported that he attended the November Council meeting, the Souderton holiday parade and the Mayor’s Dinner at Indian Valley Country Club.

 

POLICE REPORT:

 

Police Chief Randall Floyd reported that new software has been installed at the department, and that he has received feedback from Mark Weand regarding the Policy Manual.

 

FIRE REPORT: We received a written monthly report for the file.

 

LIBRARY REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier informed Council that the IVPL Task Force Funding Committee will be meeting on Monday, December 10th at 7:00 pm. Mayor Jay Stover will attend this meeting.

 

PUBLIC WORKS REPORT: We received a written monthly report for the file.

 

Public Works Director Donald Beck informed Council that the tree will be erected on Wednesday for this Friday’s tree lighting. The department continues to put up holiday décor around the Borough and Borough Hall.

 

Water services will be completed along Branch Avenue this week; the trench will be paved next week and a second paving course will be done in the spring.

 

Leaf collection and work at the Community Building is ongoing.

 

Mr. Hillegass asked Mr. Beck how long the department will be collecting leaves, and Mr. Beck informed Mr. Hillegass that leaves will be collected until Christmas, in between other project work.

 

MANAGER’S REPORT: We received a written monthly report for the file.

 

Manager Mark Fournier advised Council that the Borough determined that we will be under budget for the Montgomery County CDBG Grant, so we have received permission from the County to add a climbing wall, pavilion, restroom area with privacy screening and other play equipment to the Franconia Park project.

 

BUILDING OFFICIAL’S REPORT: We received a written monthly report for the file.

 

SOLICITOR’S REPORT: We received a written monthly report for the file.

 

ENGINEER’S REPORT: We received a written monthly report for the file.

 

COMMENTS FROM AUDIENCE: There were no comments from the audience.

 

FINANCE AND ADMINISTRATIVE COMMITTEE: Mr. Hillegass

 

A-1       A Hillegass/Schaeffer motion carried unanimously (5-0) accepting the payment of the bills for the month of November, 2012 in the amount of $ 184,673.83.

 

A-2       A Hillegass/Landis motion carried unanimously (5-0) adopting Ordinance No. 394, the Tax Levy Ordinance for 2013.

 

A-3       A Hillegass/Baker motion carried unanimously (5-0) adopting Ordinance No. 395.

 

A-4       A Hillegass/Schaeffer motion carried unanimously (5-0) increasing the compensation for the Tax Collector beginning January, 2014, by $100.00, bringing the yearly compensation to $8,000 per year.

 

A-5       A Hillegass/Baker motion carried unanimously (5-0) adopting the 2013 Holiday Schedule as presented to Council.

 

A-6       Manager Mark Fournier informed Council that after he and Mr. Beck conducted interviews with 6 candidates from within, and after discussing their choice with the Finance & Administrative Committee and Council President, he recommends that Mr. Gary Yoder be hired as the new Public Works Director. Mr. Fournier advised Council that Mr. Yoder has been a Borough employee for 25 years, and feels that he is an excellent choice, and an asset to the community, and looks forward to working with him in this role.

 

Mr. Beck advised Council that he feels that Mr. Yoder is the best fit for the position, and that while all of the candidates have strengths in different areas, he feels that Gary has the most experience in all of these areas.

 

A Hillegass/Baker carried unanimously (5-0) promoting Gary Yoder to the position of Public Works Director, effective January 19, 2013, at a salary of $72,000 per year. That rate will start on January 3, 2013 and will be effective in the January 10, 2013 paycheck. Mr. Yoder will begin working along side Mr. Beck on December 4, 2012, and there will be a 3-month probationary period to ensure that this is a good fit for Mr. Yoder and the Borough.

 

Ms. Crouthamel stated that she is very pleased that the Borough was able to fill this position from within. Mr. Baker asked Mr. Fournier if the Borough will fill Mr. Yoder’s position from within, and Mr. Fournier stated that the position will remain open through the probationary period, then they may shift positions around or promote again from within.      

 

 

DEVELOPMENT & CULTURE COMMITTEE: Mr. Nyce

 

DC-1     The Telford Borough tree lighting will be held this Friday, December 7th at 7:00 pm at the marketplace at Penn Avenue & Main Street.

 

 

PLANNING AND ZONING COMMITTEE: Mr. Maxwell

 

 

ENVIRONMENTAL COMMITTEE: There was nothing to report at this time.

 

 

PUBLIC WORKS/BUILDINGS & PLANT COMMITTEE: Mr. Landis

 

Mr. Hillegass commented that the Community Building looks great. Mr. Beck and Mr. Fournier informed Council that they are proud of the public works department that the Borough has, and that they’ve had great cooperation from all of the departments with this project.

 

 

PUBLIC SAFETY COMMITTEE: There was nothing to report at this time.

 

 

OTHER BUSINESS:

 

 

EXECUTIVE SESSION: There was no executive session.

 

The meeting was adjourned at 8:24 pm by a Hillegass/Landis motion.
