The Telford Borough Council meeting held this date was called to order at 7:31 p.m. by President Robert Baker with the following members in attendance: John Harrell, Carolyn Crouthamel, Stanley Nyce, Scott Hillegass, Jeffrey Maxwell, and J. Allen Landis. Mayor Jay R. Stover was absent. Also present were Manager Mark D. Fournier, Public Works Director Donald Beck, Recording Secretary Cathy Fried, Police Chief Douglas Bickel, Solicitor Mark E. Weand, Jr., and press reporters.

The invocation was given by Stanley Nyce, followed by the pledge of allegiance.

A Hillegass / Nyce motion carried unanimously (7-0) approving the March 3, 2008 minutes.

TREASURER'S REPORT: was unanimously (7-0) approved by a Hillegass / Landis motion.

MAYOR'S REPORT: There was no report.

POLICE REPORT: Police Chief Douglas Bickel reported the Telford Borough Police Department answered 598 calls during the first quarter of 2008.

FIRE REPORT: We received a written monthly report for the file.

Rod Hange, a member of the Telford Volunteer Fire Company, indicated he will be attending future meetings and sharing information with the members of the fire company.

LIBRARY REPORT: We received a written monthly report for the file.

PUBLIC WORKS REPORT:

1. Train Station Project - We removed portions of the concrete floor along three sides of the basement in the passenger station and installed a drainage collection system. This seems to have solved much of the wet basement problem. Also, the contractor completed the fountain stone work and block pavers next to the pavilion. Our public works crew is now grading and seeding the grass areas adjacent to the freight house and pavilion.
2. Snow & Ice - Nothing during the month of March.
3. Centennial Park Phase II - We are planning the work schedule for the items to be installed by our public works crew this year. These include a 4" water main extension, a drinking fountain, several hose connection pits for watering, electrical conduit, an electric panel / bulletin board kiosk, a pavilion, and completion of the walking path system. To date, work has been started on the walking path and the sidewalk installation along Third Street. Also, we received delivery of the pavilion structure.
4. Stover Park - Work on the dugouts continues and is nearly complete. PLAY BALL! We continue to plan the replacement lighting to be installed at the ball field.
5. Telford Community Park - (Library) - Our crew installed two (2) basketball poles, backboards and nets between the existing basketball court and old tennis court. These poles / backboards were salvaged from Centennial Park and refurbished for use in Telford Community Park.
6. Pothole Patching - Ongoing as required.
7. Leaf Collection - We are scheduling leaf collection during the week of April 14th to April 18th. Also we will be accepting yard waste (branches and shrubbery trimming only) at the public works garage on April 17th and 18th. A notice will appear April 9th in the Souderton Independent and Reporter.

Public Works Director Donald Beck reported the fountain has been installed at the train station. They need to finish the landscaping and grass seeding. He also reported there will be curbside leaf collection the week of April 14th to the 18th. Yard waste and shrubbery clippings will be accepted at the public works garage and will be processed using a chipper. The acceptance at the public works garage of yard waste for chipping and disposal is being provided to Telford Borough residents only. The February Public Works Report did not include the Authority portion when it was presented in the packet to Borough Council, so Donald Beck briefly reviewed items listed on the Authority portion of his March report.

Council member J. Allen Landis asked about an approximate completion date for the PennDot project on Church Road. Donald Beck said he had not heard of a completion date and that PennDot has improved the drainage and will be doing an overlayment.

MANAGER'S REPORT:

  • Reviewed various building / zoning permit applications and land development plans with the Zoning Officer and the Solicitor.
  • Attended various meetings with regard to Borough Council and Telford Borough Authority.
  • Attended the Chamber of Commerce Economic Development Committee meeting.
  • Attended the Montgomery County Borough's Association monthly meeting.
  • Coordinated building permit review for the Train Station / Freight Building with staff, tenants, and SEPTA.
  • Met with Comcast regarding their Cable Franchise Agreement proposal.
  • Made a presentation to a fifth grade class regarding careers as part of the "Let's Do Lunch" program for the Indian Valley Chamber of Commerce.
    • Attended the Bucks County Consortium monthly meeting.
    • Met with a realtor regarding possible subdivision of a property in Telford.
    • Prepared a grant application for DCED and the Stover Park Light Project.
    • Assisted in preparation of a grant application with Pam Coleman to the Montgomery County Revitalization Board for the Train Station / Freight Building project.
    • Performed a walk through inspection of the Train Station / Freight Building with our Architects/ Contractors.

Manager Mark Fournier reported he met with Comcast and Verizon regarding franchise agreements. He also reported SEPTA approval for the passenger station has been received. Plans, drawings and a list of job materials are still required for the mechanical devices being installed in the building prior to building permit issuance.

BUILDING OFFICIAL'S REPORT: We received a written monthly report for the file.

Copies of two (2) letters that were mailed to residents were included with the report regarding storage of unused vehicles. Several Council members mentioned their concerns of other properties in the Borough with the same issue.
