The Telford Borough Council meeting held this date was called to order at 7:30 p.m. by President Jeffrey Maxwell with the following members in attendance: J. Allen Landis, Carolyn Crouthamel, John Harrell, and Stanley Nyce. Robert Baker, Scott Hillegass, and Mayor Jay R. Stover were absent. Also present were Manager Mark D. Fournier, Billing Clerk Diane Windfelder, Fire Chief Raymond Scheeler, Solicitor Mark E. Weand, Police Chief Douglas Bickel, and the press.

The invocation was given by John Harrell followed by the pledge of allegiance.

A Crouthamel / Landis motion carried unanimously (5-0) approving the April 2, 2007 minutes.

PUBLIC HEARING:

The public hearing was opened at 7:35 p.m. to discuss Ordinance #369.

There were no public comments.

The public hearing was closed at 7:39 p.m.

Council President Maxwell requested that more detail be on the building official report on why the inspection / building permit was denied.

COMMENTS FROM AUDIENCE:

Mrs. Mary Brennan from the Village at Dorchester requested that Telford Borough Council require Telford Borough Authority to stop charging residents of the Village at Dorchester on the sprinkler system. Mrs. Brennan feels that the charge of $212.00 per year is unfair and extremely high.

Councilmember John Harrell indicated that $20.00 a month for peace of mind is in his opinion was worth the money and indicated that the Authority is a separate entity and would need to go to the Authority if they are concerned with their fees.

FINANCE AND ADMINSTRATIVE COMMITTEE:

A-1 A Landis / Crouthamel motion was carried unanimously (5-0) approving the payment of bills for the month of April 2007 in the amount of $205,176.25.

A-2 A Landis / Harrell motion was carried unanimously (5-0) adopting Ordinance #369 which is providing for issuance of a general obligation note in the amount of $600,000 for the Train Station / Freight Building renovations.

PLANNING & ZONING COMMITTEE: no report

ENVIRONMENTAL COMMITTEE: Mr. Nyce

Stanley Nyce reported that we should be receiving the 2004 recycling grant monies within the next week or so.

PUBLIC WORKS / BUILDINGS & PLANT COMMITTEE: Mr. Landis

PW-1 A Landis / Harrell motion was carried unanimously (5-0) awarding the 2007 Ford F-550 Dump Truck to Red Hill Ford in the amount of $59,500.00.

PW-2 A Landis / Nyce motion was carried unanimously (5-0) authorizing the Manager to award the Bituminous Materials bids to the lowest qualified bidder.

PW-3 A Landis / Crouthamel motion was carried unanimously (5-0) authorizing the Manager to reject all bids for Curbing and Sidewalk, make the recommended changes and rebid.

PW-4 A Landis / Harrell motion was carried unanimously (5-0) awarding the High Density Polyethylene Pipe bid to Ferguson Waterworks, Inc in the amount of $10,712.15.

PW-5 A Landis / Harrell motion was carried unanimously (5-0) awarding the Equipment Rental with an Operator bid to PK Moyer & Sons Inc.

PW-6 A Landis / Crouthamel motion was carried unanimously (5-0) authorizing the Manager to award the Equipment Rental without operator bids to the lowest qualified bidder.

PW-7 A Landis / Nyce motion was carried unanimously (5-0) awarding the Stone Materials bid to H&K Materials.

PUBLIC SAFETY COMMITTEE: Mr. Harrell

PS 1 – A Harrell / Crouthamel motion was carried unanimously (5-0) to approve the Telford Borough Fire Company's request to assist at the Mango Men Concert on July 18th and National Night Out Against Crime on August 11th.

DEVELOPMENT & CULTURE COMMITTEE: Carolyn Crouthamel

DC-1 Manager Mark D. Fournier reported that the Train Station and Freight Building are under construction. Mr. Fournier indicated that the roof is finished on the Train Station and they have started the footings for the ramp, the roof, and foundations on the Pavilion.

DC-2 A Crouthamel / Harrell motion was carried unanimously (5-0) to adopt Resolution 07-06 – Quakertown Rail Restoration.

OTHER BUSINESS:

Manager Mark D. Fournier reported that we received a grant in the amount of $25,000 through the State to purchase six benches, 8 trash cans, 1 drinking water fountain, one bike rack, and one decorative fountain holiday tree stand.

EXECUTIVE SESSION: Personnel

Council went into executive session at 8:55 p.m. to discuss personnel.

Council came out of executive session at 9:07 p.m.

A Crouthamel / Nyce motion was carried unanimously (5-0) authorizing the promotion of Daniel Wurst to the position of Wastewater Treatment Facility Superintendent at the rate of $23.50 per hour and raising his salary to $24.00 per hour in six (6) months at the Manager's discretion. Further, authorizing raising of W. William Mattson's salary to $20.00 per hour for his effort and work performance during the past few months and authorizing Steven Mathe for the position of the Wastewater Treatment Facility worker. These rate increases will be effected on May 10, 2007.

The meeting was adjourned at 9:08 p.m. by a Landis / Harrell motion.
